Re: Acceptance of Donation
In accordance with (1) Article XIII, Section 13-12, of the Hawaii County Charter, which authorizes
the Council, on behalf of the County, to accept gifts or donations of personal property, and with
(2) Chapter 2, Article 30, Section 2-162 (c), of the Hawaii County Code, which states that any
donation or gift which does not fall within the capitalization procedures of the department of finance
shall be submitted to the council by letter for its approval, we request the Council's approval of the
following donation:
Two (2) bicycle racks (total estimated value of $864.00) to the Department of Public Works,
for public use in the Downtown Hilo area, by One Handy Subway, Ltd, Steven Handy,
Owner, 1032 Kukuau Street, Hilo, Hawaii 96720.
We ask that a letter of appreciation be sent to the donor.
If there are any questions, please do not hesitate to call the recipient Department.

A. REQUEST:
To accept and acknowledge a donation of two bicycle racks for the Downtown Hilo area.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI:
Council action is being requested to accept and acknowledge a donation of two bicycle racks by Steven
Handy to the County of Hawaii. These bicycle racks, valued at $432 each, will be installed in the Downtown
Hilo area.

In the interest of both Downtown Hilo and our company's customers, I would like to donate two (2) each
Bike Bike Racks to the County for installation downtown. These aze black epoxy bicycle racks of the same
type and from the same company, as the one recently installed by the County in front of the Kennedy
Building. The total cost to us for the two units will be $899 including sales tax.
Please note that the exact type bicycle racks aze used extensively on every street in Downtown Honolulu.
The Hilo Downtown Improvement Association feels this type of bike rack is an ideal fit with the County's
approved Downtown Hilo Redevelopment Plan. Installation requirements aze mutimal, needing only four
3!8" anchors installed on a concrete sidewalk. Installations in Honolulu on the sidewalks are 18 inches from
the curb face.
We would like you to consider placing one unit placed on the sidewalk fronting 190 Keawe Street, adjacent
to the recently County deleted pazking stall and it's obsolete pazking meter sentinel. For the second unit
being donated, I would like to see it placed in the vicinity of the Hata and Abundant Life buildings. You may
have noted the heavy use of trees, sign posts, newsstands and meter posts for bicycle pazking in that azea.
It is hoped the County will accept this donation and will give me an eazly approval indication, so I may
proceed with the order. I have enclosed pertinent details regazding my costs and the Bike Bike Rack product.
