The legislature further determined that the moneys are urgently needed to maintain levels of programs that are essential to the public health, safety, and welfare. Act 3 appropriated, in part, $300,000 for the establishment of an adolescent treatment center to treat poly-drug abuse on the island of Hawaii and $100,000 for community anti-drug efforts aimed at preventing crystal methamphetamine use on the island of Hawaii. Enclosed is a resolution for Council's authorization to receive and expend state funding for the establishment of an adolescent treatment center on the island of Hawaii and for community anti- drug efforts aimed at preventing crystal methamphetamine use on the island of Hawaii. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating these State funds of $300,000 to the Adolescent Treatment Center and $100,000 to the Community Anti- Drug Effort accounts. Note: During the July 8th Special Session, the House and Senate overrode the Governor's line-item appropriation veto (of Act 213), thus resulting in Act 3 of the Special Session Laws of Hawaii 2003. The funding for these 2 anti-drug programs was not affected by the Governor's veto nor by any other actions during the special session.
