RESOLUTION NO. 94 '03
RESOLUTION AUTHORIZING THE RECEIPT AND EXPENDITURE OF STATE
FUNDING APPROPRIATED BY THE STATE LEGISLATURE PURSUANT TO
ACT 3, SPECIAL SESSION LAWS OF HAWAII 2003, FOR THE
ESTABLISHMENT OF AN ADOLESCENT TREATMENT CENTER AND FOR
COMMUNITY ANTI-DRUG EFFORTS ON THE ISLAND OF HAWAII
WHEREAS, the State of Hawaii Legislature enacted Act 3, Special Session Laws of Hawaii
2003, with a finding that expenditures from the emergency and budget reserve fund established by
section 328E-3, Hawaii Revised Statutes, are needed to meet the emergency economic situation
currently facing the State; and
WHEREAS, the legislature further determined that the moneys are urgently needed to
maintain levels of programs that are essential to the public health, safety, and welfare; and
WHEREAS, Act 3 appropriated, in part, $300,000 for the establishment of an adolescent
treatment center to treat poly-drug abuse on the island of Hawaii and $100,000 for community anti-
drug efforts aimed at preventing crystal methamphetamine use on the island of Hawaii; and
WHEREAS, the fiscal year 2003-2004 appropriations are to be expended by the County of
Hawaii; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain
the consent of the council to expend, and receive any funds or other assistance the federal or state
governments in connection with projects being or to be undertaken pursuant to any powers granted
by law.
NOW, THEREFORE, RE IT RESOLVED RY THE COUNCIL OF THE COUNTY OF HAWAII
that it authorizes the receipt and expenditure of funds for the establishment of an adolescent
treatment center and for community anti-drug efforts pursuant to Act 3, Special Session Laws of
Hawaii 2003.
13E IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall transmit
copies of this resolution to the Office of the Mayor and the Finance Department.
