Dear Honorable Chair Arakaki,
I am very interested in being appointed to the District II Council position and committed to mn
for election in 2004. I'rn encouraged by the support of my family and close friends living in
District II and throughout the Island. I am asking for your support during the upcoming
deliberations of the Council With a diverse background in community service and professional
experience ur natural resource planning, management, and industry development, I look forward
to serving various communities throughout Hawaii County to address problems associated with
flooding, traffic, and land resource management. We have an exciting future ahead of us and I
want to offer my talent, experience, energy, and dedication to the citizens of our County by
serving on the County Council
I have worked with groups on e~ ery major island involved in the development of natural
resources as they affect social, economic, health, and safety of citizens living in those
communities. While m. Est of my work has been addressing natural resource problems such as
flooding, lack of agricultural water, and pollution of our near shore environment, I have become
very familiar with land use issues and infrastructure problems, as they affect our communities.
I firmly believe that government alone does not have the resources to solve natural resource
problems. i think that those in governmental leadership on all levels must work with private
industry to achieve sensible and responsible growth. [believe that balance and "common
ground" is achievable through the development of partnerships.

experience, and community service As you start considering an appoinunent to the expected

1996 -present Hawaii Association of Conservation Districts Honoluhy HI
Executive Director for the "Association", manage, coordinate, and direct administrative and
technical support program to assist the state's soil and water conservation districts (SWCD).
In addition to the Association's executive board there arc sixteen SWCD's.
1994-1996 Nahtral Resources Conservation Service Honolulu, HI
Natural Resources Conservation Service (MRCS) Liaison to Hawaii Association of
Conservation Districts. Primary duties included coordinating the statewide Animal Waste
Management Guideliucs Program and providing technical and administrative support to the
Interagency~[ndustry Committee. Duties included managing the Clean Water Act Section
319 Technology Dev~~lopmcnt Grant The intcragency~industry team developed the
Modi&ed Dry Litter Animal Waste Management System for the State's Swine ]ndustry.
lleveloped the economic anah~sis component during the evaluation of "System" and
presented papers at munerous national and international environmental conferences and
workshops.
1990-1994 NRCS Resource Conservationist Honolulu, HI
Specialist nt environmental permits, assessments, evaluations and resource economics.
Provided staff leadership in developing the Environmental Impact Statements for the
Agency's projects, and securing the necessary permits. Also provided staff leadership in
conducting the pxojecr economc feasibility, i.e. benefit-cost analysis for all NRCS water
resource projects (Honolua Watershed Projects, Lahaina Watershed Project and others).
1988-1990 NRCS Resource Conservationist Honolulu, HI
Resource Conservationist on the State Conservatinist's.taff with liaison duties to the
I-Iawaii Association of Conservation Districts. Crdinated thtatewide interagency water
quality action program, to assist in implementing aid-based q~ct to address non point
source pollution.
1985-1988 NRCS Resource Conservation & Development Program Hilo, HI
RC&D Coordinator for Maui and Hawaii Island. Coordinated this national resource
conservation and development program, which provided technical and limited financial
support to Hawaii's rural conununities, as they implemented economic development
programs.
1975-1985 NRCS District Conservationist Hilo, HI
Managed the Hilo Field office, a staff of five natural resource technicians and engineers who
were responsible for providing technical services and assistance to farms, and ranches in the
Waiakea, Puna, & Ka'u Soil 8c Water Conservation Districts and the County of Hawaii in
agncultural and land matters.
1967-1975 NRCS Agricultural Resource Economist Honolulu, HI
As the agency's staff economist, conducted agricultural economic analysis for the agency's
natural resource projects throughout the state. Also served on the NRCS Western Relrional
Economics staff and provided advice and consultation on special and unique natural
resource projects, in CaGfr>rnia, Oregon, Washington, and Idaho.
