Dear Jimmy:
An article in this morning's Hawaii Tribune-Herald noted that at least 6 people have
indicated that they are interested in filling Ms. Leithead-Todd's position representing
District 2. Although I know several of the probable applicants, I would like to put in a
plug for Gary Mural. I realize that the Council as a whole elects the candidate to the
vacant position, and I know that you said you had no preference for one candidate over
another. Nevertheless, you must have some idea of who you would prefer to work with,
and your opinion carries a great deal of weight with the Council.
Gary was a student of mine in the mid-1980's, when he returned to IJH-Hilo for a second
degree, this time in Political Science with the goal of attending law school He was an
excellent student -mature, knowledgeable, soft-spoken but determined. I strongly
encouraged him in his pursuing law as a career, and was very happy, but not surprised,
when he was admitted to the Richardson School of Law. We have kept in contact since
then.
I think you will agree that his experience in the private and public sectors, and especially
in the State Legislature, the Attorney General's office, and as managing attorney of the
Hilo office of the Legal Aid Society, qualifies him for a position on the Council. Just as
important, however, is his demeanor and character. He will represent his constituents

manner. He knows his district and the County well and would be a valuable addition to
the Council.
