The Legislature enacted Act 3. Special Session Laws of I Iawai'i 2003 with a finding that expenditures from the emergency and budget reserve fund established by section 3281.-3, Hawaii Revised Statutes, were needed to meet the emergency economic situation currently facing the State. It was further determined that the moneys are urgently needed to maintain levels of programs that arc essential to the public health, safety and welfare. Act 3 appropriated, in part, $300,000 for the establishment of an adolescent treatment center to treat poly-drug abuse on the island of Hawaii and $100,000 for community anti-drug effiirts aimed at preventing crystal mcthamphetamine use on the island of Hawaii.
