Enclosed for your review and approval is a bill amending Ordinance 03-90, the Public
Improvement and Financing Budget, appropriating $33,000 for the Ho`okena Beach Park
Water Meter project. Ho`okena Community Water Association (HCWA) owns the current
5/8" water meter and will install a larger 1-1/2" water meter. The appropriation amount
represents the County's share of the replacement costs.
Currently, on busy beach days, the water system cannot provide sufficient water for both the
park and the HCWA residents. Some of the new fixtures in the park cannot be utilized
because of the lack of water pressure. The improvement should provide park users with
continuous restroom and shower conveniences.

I have received your letter dated July 3, 2003, concerning the installation of a 1.5" water
meter at Ho`okena to feed a distribution line installed and maintained by the Ho`okena
Community Water Association. I am pleased to hear that the association is prepared to pay its
fair share of the total cost of the meter.
Patricia Engelhard informs me that this is a project that will benefit the county beach park at
Ho`okena, and will alleviate current problems with water sufficiency. Please know that on
this basis, I support the project with the understanding that the Corporation Counsel has
opined that this project as planned is a legal expenditure of government funds.
