Comm. 462.14: REQUEST TO WITHHOLD ACCEPTANCE OF E.I.S. FOR THE PROPOSED PU'AINAKO ROADWAY Copy of letter to Governor John Waihee, from Michael Larish, Secretary, Ho'oikaika, dated December 8, 1993, renewing their request to withhold acceptance of the final EIS for the Pu'ainako Roadway, for reasons, as listed. PC-28 Page 2 January 11, 1994 Comm. 511.18: RESOLUTION 89-93 - ADVOCATING THE ESTABLISHMENT OF AN AGRICULTURAL PRESERVE IN HAMAKUA From Planning Director Virginia Goldstein, dated December 20, 1993, regarding Resolution 89-93, which was adopted by the Council on August 11, 1993. Said resolution resolved that all state and county agencies having jurisdiction over certain Hamakua Sugar lands shall continue to keep its land use designation in agriculture and intensive agriculture and shall discourage any future application proposing to urbanize those properties in Hamakua. Further, requests the Planning Director to conduct a feasibility study to designated parcels makai of the lower Hamakua ditch system through the southern boundary of Paauilo and all lands of Waipio Valley to its northern boundary as an agricultural preserve, exclusively for agricultural uses. Informs that due to budgetary and manpower constraints, her department is unable to conduct such a feasibility study at this time and does not foresee their current situation improving during the coming year. Comm. 728.05: BED AND BREAKFAST USE PERMIT 93-12 STEVEN WEINSTEIN TMK 3-5-5-15:36 (HAWI, KOHALA) Copy of letter to Planning Commission Chairman Donald Manalili, from Saturnino Carpio, dated December 14, 1993, transmitting additional signatures (refer to his previous letter dated December 6, 1993-C-728.04) opposing Steven Weinstein's bed and breakfast use permit application. All signers, which brings to a total of over 160 local Kohala residents, are somehow involved with the hotel industry. Comm. 741: ISLAND OF HAWAII - THE BIG ISLAND From Councilwoman Helene H. Hale, dated December 7, 1993, transmitting copy of a letter and attached Pacific Business News article by Rod Smith from Roy S. Blackshear of W. H. Shipman, Ltd., regarding calling the Island of Hawaii the "Big Island." Pet. 17: PETITION REGARDING CRAZY HORSE DEVELOPMENT From Councilman Jim Rath, dated December 13, 1993, transmitting a petition containing 1,281 signatures objecting to the approval of the "Crazy Horse Subdivision" and requesting a public hearing on this matter. PC-28 Page 3 January 11, 1994 UNFINISHED BUSINESS Bill 166: ORDINANCE BILL AMENDING SECTION 25-95A (NORTH AND SOUTH (C-694) KOHALA DISTRICTS ZONE MAP), ARTICLE 3, CHAPTER 25 (ZONING CODE) OF THE HAWAII COUNTY CODE, BY CHANGING THE DISTRICT CLASSIFICATION FROM UNPLANNED (U) TO AGRICULTURAL (A-la) AT OULI, SOUTH KOHALA, COVERED BY TMK: 6-2-01:18, 74 AND 75 (APPROX. 458.236 ACRES) APPLICANT: NANSAY HAWAII. INC. From Planning Commission Chairman Donald L. Manalili, dated November 8, 1993, transmitting a bill to change the district classification for approximately 458.236 acres from Unplanned to Agricultural-1 acre (A-la), located midway between Kawaihae and Waimea, adjacent to and to the south of the Kawaihae-Waimea Road, Ouli, South Kohala. Comm. 694.03: From Keith H. Kato, Nansay Hawaii, Inc. dated December 27, 1993, transmitting for information and review an update of the traffic study that was originally submitted with their rezoning application.
