RF?: August 19, 2005 Planning Committee meeting=
During the referenced meeting regarding the Keaau Service Station and Kapoho
Properties bills, a number of policy and procedural matters were raised by the committee
members. Since they directly involve the Planning Department, and since Roy was Kind
enough to say that he would follow-up and report back at the next Council meeting, I
thought it might be helpful to summarize the issocs as follows:
I . Metes and Bounds_ These were not included in the Kapoho Properties
bill, so could you please. include them and forward the new draft to Karin
llahlgren of the Council Committees Section. We would like to request
that all future rezoning bills contain the metes acrd bowrds description.
Background Re ort: "l~he committee noted that inclusion of Agency
comments, the Directors recontinendations, and Planning Couunission
minutes regarding rezonings are not consistently provided in the rezoning
bills, and. to the extent they were not included in the referenced bills, we
would like to request they be made available i~>r them, as well as tier future
rezonings
5. Noncompliance Condition: "fhe committee wishes to inquire about the
meaning and/or inclusion of certain words in this standard language.

~I'o the extent these questions ins olve legal questions, the committee asks that you discuss
them with the Corporatiarr Counsel as to why and how they should be resolved.
