These positions are needed to adequately meet the demands of the new U.S. Department of Housing and Urban Development's Family Self-Sufficiency and Homeownership programs, and of the additional 100 housing choice vouchers recently awarded to OHCD. The OHCD has also applied for 50 Mainstream Vouchers, which are targeted to provide housing assistance for Persons with Disabilities. (Use productivity measurements where possible.): The new position will enable the Existing Housing Division to meet its program requirements. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) The OHCD has considered all alternatives in lieu of requesting for a new position. Program requirements are new; we were made aware of the requirements after the completion of the budgetary process for the current fiscal year. 6. list other rationale or pertinent statements and data: The Section 8 Tenant Based Rental Assistance program is currently self sufficient. The additional staff requested is needed to develop and implement the FFS and Homeownership Programs. In addition, the staff is needed to maintain alease-up rate of approximately 98% of the total allocation received annually. The OHCD must implement the new programs and maintain the lease-up rate to maximize the amount of subsidies the County can receive from HUD.
