RESOLUTION CREATING A HOUSING AND COMMUNITY DEVELOPMENT
SPECIALIST IV POSITION AND A HOUSING AND COMMUNITY DEVELOPMENT
SPECIALIST III POSITION FOR THE OFFICE OF HOUSING AND COMMUNITY
DEVELOPMENT
WHEREAS, the Office of Housing and Community Development (OHCD) is required by the
U.S. Department of Housing and Urban Development (HUD) to develop and implement two new
programs, the Family Self-Suffiriency and the Homeownership, both in connection with the Section 8
Existing Housing Program; and
WHEREAS, the OHCD has also applied for fifty (50) Mainstream Vouchers, which are targeted
to provide rental housing assistance for Persons with Disabilities; and
WHEREAS, the OHCD staff will manage a recent award of 100 additional housing choice
vouchers for the current tenants of Hilo Val Hala; and
WHEREAS, the current staff of OHCD is unable to keep up with the daily demands of over
2,500 case management files and to dedicate the hours needed to develop and implement the new
programs without hindering their current case management load; and
WHEREAS, the OHCD is requesting the creation of a Housing and Community Development
Specialist IV, SR-22, position to be responsible for the County's development, implementation, day-
to-day operations and coordination of the two new programs and the creation of a Housing and
Community Development Specialist III, SR-20, position to maintain the lease up rate and to manage
the additional vouchers; and
WHEREAS, the OHCD will generate sufficient administration funds for the two new positions
and to implement the Programs; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, SE IT RESOLVED ~Y THE COUNCIL OF THE COUNTY OF HAWAII
that a Housing and Community Development Specialist IV, SR-22, position and a Housing and
Community Development Specialist III, SR-20 position be created for as long as there are federal
administration funds for the two new positions and to implement the programs.
SE iT FURTHER RESOLVED that a copy of this resolution be transmitted to the Departments
of Finance and Civil Service and the Office of Housing and Community Development.
