RE: Bill No. 139, Draft 2; An ordinance to amend Ordinance No. 03-92, as
amended, the operating budget for the County of Hawaii for the fiscal
year ending June 3Q, 2004.
Attached is Bill No. 139, Draft 2, which was the result of an amendment made at today's Finance
Committee meeting of today. It added a new Section 4 to read as below, and renumbered the
existing Section 4 as Section 5:
SECTION 4: Prior to the expenditure of funds subject to this ordinance, the
administration shall submit to the Council for its review and approval (I)an
implementation plan and detailed expenditure plan for the Adolescent Treatment Center
($300,000; Account No. 010-1 I 1-511 L52); and (2) a detailed expenditure plan including
criteria for the disbursement of funds to community-based organizations for Community
Anti-Drug Efforts (.S 100,000; Account No. O 10-1 1 1-51 1 1.53).
