AN ORDINANCE TO AMEND ORDINANCE NO. 03-91, AS AMENDED, THE OPERATING BLDGET FOR THE
COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2004.
BI: IT ORDAINED BY THE COUNCIL, OF'1'HE COUNTY OF HAWAI`1:
SECTION 1. Ordinance No. 03--~~ I, as amended, is hereby further amended by appropriating revenues in the following
amount(s) to the fund(s) as set forth in Section 2

SECTION 2. "Phe foregoing amount(s) as specified in Section thereof is/are hereby appropriated to the following fund(s) and
expenditure account(s) as set forth herein below:

SEC"LION 3. "fhe federal/state grant revenues set forth in Section 1 are hereby appropriated in the amount(s) and to the
program(s) identitied herein; provided that disbursement is conditioned on (1) receipt of a notification of grant award from the
grantor. or receipt of notification from [he grantor that the grant award will be forthcoming and [hat the County is authorized to
incur costs pursuant to such gran[ award: and (2) written notice to [he Council including a copy of the notification from [he
grantor.
A final report. or [he final report required by the granror, shall be submitted to the Council upon completion of the grant
program(s).
SECTION 4: Prior to the expenditure of funds subject to this ordinance, [he administration shall submit to [he Council for its
review and approval (1) an implementation plan and detailed expenditure plan for the Adolescent Treatment Center ($300,000;
Account No. 010-111-5111.52); and (2) a detailed expenditure plan including criteria for [he disbursement of funds to community-
based organizations for Community Anti-Drug Efforts ($100,000; Account No. 010-111-5 ] 1 ] .53).
SECTION 5, This ordinance shall take effer t upon its approval.
