Add a new Section 4 to read as below, and renumber the existing Section 4 as
Section 5:
NEW SECTION 4:
"Prior to the expenditure of funds subject to this ordinance, the
administration shall submit to the Council for its review and approval (1) an
implementation plan and detailed expenditure plan for the Adolescent
Treatment Center ($300,000; Account No. 010-ll 1-5111.52); and (2) a
detailed expenditure plan including criteria for the disbursement of funds to
community-based organisations for Community Anti-Drug Efforts ($100,000;
Account No. 010-11 l-Sl 11.53)."
