Your proposed revisions appear to address ow concerns in a way that will benefit both the developer and the local community. To recap the two major issues of ow concern: 1. The level of service for the existing Kohanaiki Rd. is wmpletely inadequate to handle any additional traffic load that even a small subdivision might impose. Currently this is a one lane road (paved with ow local homeowners money) with many blind comers for over half a mile until connecting with Kona Heavens. It is likely that in many azeas of this roadway there is insufficient width for [here ever ~ i to be a 21ane roadway without substantial condernna6on of property. Allowing this to be connected ' would create a shortcut between the proposed subdivision and Hina Lani wMch would create exceptionally dangerous conditions if Kohanaiki Rd. were not substantially improved- 2. This azea is bordered by comparatively dense vegetation and has no County Fire Hydrants. This is a L danger to both the existing residents on Kohanaiki Rd. and [hose lots that are on the makai border of the Subdivision The option of bringing water into this area was precluded to us when the planning and engineering of the Kona Heavens Subdivision failed to align the new street known as Manu Mele with the old existing roadway (an early version of the "Henry Street" blunder). With most of this area now built up this may be the last chance to rectify this mistake. After reviewing your proposed revisions to the Bill with my neighbors along the roadway in this area I can say we are in agreement with and can support yow recommended changes to the Bill. Specifically, yow conditions to block access, except for emergencies, to the roadway with a locked gate and also to provide for a fire hydrant on Kohanaiki Rd. are fair and well thought out.
