To the members of the Hawaii County Council:
Re: Letter of Support for Ben Alonzo Rezoning, Kurtistown Traffic Light, and
request for inclusion of a connector road study as part of the Puna District
Traffic Study
Aloha! I write as Ben Alonzo's neighbor and on behalf of the Central
Kurtistown Kumiai that includes his BJ Service Station. Ben is a very valuable
member of our community and his business success is a clear demonstration of
his support by the general community. Kurtistown needs more village
commercial zoning and your support is requested.
Huina Road Kumiai and other Kurtistown groups have lobbied for
squaring up the Huina Road intersection and were disappointed plans did not
include installing a traffic light. Volcano Highway has become backed up with
traffic and it has become very difficult for traffic from Huina Road, Olaa Road,
and other Kurtistown roads to get on to Volcano Highway. We believe the traffic
light will create breaks in the traffic to allow better access to Volcano Highway.
Others and I have met with State Highways Division engineer Stanley Tamura on
this issue and we support the traffic light.
I recognize there is a split opinion regarding the primary access for
the future residents of the Kapoho Properties subdivision with many preferring
they access via South Road. This will create another major intersection on
Volcano Highway which is designated a limited access road. Requiring future
subdivision residents to utilize South Road rather than Huina Road is contrary to
allowing easy access to the Kurtistown commercial center being developed. I
applaud Ben Alonzo and Kapoho Properties willingness to pay the intersection
costs to allow the improvements to be possible in the near future.
I also am pleased to see the start of a Puna District Traffic Study and
request that it include exploration of a new corridor road connecting Hale Pule
Road in Kurtistown to Pahoa Highway with further connection to Railroad Avenue
into Hilo. Such a road is needed to relieve Volcano Highway and Pahoa traffic
into Hilo and is the optimum long-term solution for the growing population of
Orchid Land Estates and Hawaiian Acres. It will be increasingly needed as the
subdivisions build out.
