dated November 30, 1993, transmitting the
above-mentioned ordinance bill. Approval of the time
extension request would allow the applicant to proceed

PART OF A NEW WEATHER SERVICE SYSTEM
From Councilwoman Helene H. Hale, dated November 22,
1993, transmitting copy of letter to the Federal
Aviation Administration from Congresswoman Patsy T.
Mink, regarding plans to build four radars in Hawaii as
part of a new weather service system. Also submits an
article from Environment Hawaii regarding NEXRAD.

STEVEN WEINSTEIN, TMK 3-5-5-15:36 (HAWI, KOHALA)
Copy of letter to Planning Director Virginia Goldstein,
from Jack and Alice Waki, dated November 24, 1993,
requesting that copies of their letter indicating their
reasons against the granting of a bed and breakfast
permit (in a residential neighborhood in Hawi) to
Steven Weinstein, be forwarded to the Planning
Commissioners.

Comm. 728.04: Copy of letter to Planning Commission Chairman Donald
Manalili, from Saturnino Carpio, dated December 6,
1993, opposing Steven Weinstein's bed and breakfast use
prmit application. Transmits a petition signed by
hotel workers and their families and friends, who are
against the application because they see it as a threat
not only to single-family residential security but also
to the success of the hotel industry.

Comm. 740: RESOLUTION REGARDING A COUNTY LAND EVALUATION
(Res. 148) AND SITE ASSESSMENT (LESA) SYSTEM
From PC Chairman Takashi Domingo, dated December 9,
1993, transmitting a resolution requesting the Mayor to
formally enlist the assistance of the College of
Tropical Agriculture and Human Resources - UH Manoa,
the State Department of Agriculture and the Office of
State Planning in developing a system to identify and
map important agricultural lands on the island of
Hawaii. Further, that the Planning Director and
Planning Commission be requested to utilize the
methodology, standards, land evaluation factors and
maps of the new system in determining the merits of
future requests for reclassifying agricultural lands or
issuing special use permits.
Comm. 739: RESOLUTION RECOMMENDING THE USE OF APPLICABLE
(Res. 147) LESA FACTORS IN REVIEWING REZONING APPLICATIONS OF
AGRICULTURAL LANDS
From Councilmember Keola Childs, dated December 8,
1993, transmitting a resolution resolving that until
the County develops, formally adopts and institutes a
County LESA system, that it requests the Planning
Department to utilize the alternate system of
LESA-based land evaluation standards, criteria, maps
and associated data as produced by the Office of State
Planning when evaluating requests for rezoning
agricultural lands or issuing special use permits
thereon.
Further, that when the lands under review are
consequently determined to be Important Agricultural
Lands, that the Planning Department is requested to
give great weight to this finding in its deliberations,
and that its consideration of such be recited in its
decision and recommendations regarding the subject
applications.
UNFINISHED BUSINESS
Res. 544: Adopts the 1986 State of Hawaii Land Evaluation and
(1992) Site Assessment (LESA) Commission Report as a guideline
to determine land use policies for agricultural lands.

Section 2-34 (h) of the Hawaii County Code 1983,
relating to Change of Zone.

(Bill 168) 1993, transmitting for consideration Bill 168, Draft 2,
(Draft 2) which contains deletions and insertions to clarify
discrepancies in Bill 168.
