SUBJECT: MARIJUANA ERADICATION MISSION FOR THE MONTH OF
AUGUST 2003
The Hawaii Police Department conducted a marijuana eradication mission on August
18-22, 2003, in East Hawaii.
As required by Resolution No. 46-01, reports indicating the number of plants eradicated
and the number of complaints received from the public, the type of complaint and the
complaint disposition are attached.

Comments:
Caller stated that the sheep are fine and that caller's cattle were not bothered by the helicopters.

Complaint:
Caller, while showering in front yard, observed two helicopters flying over caller. Caller said helicopters
were flying below caller's two "700" foot ohia trees in caller's yard (clarified height of trees at least 5
times).

Personnel were in the Ka'u District to investigate a reported marijuana field being protected by men
with guns near Okoi Bay.

Comments:
Notified caller's spouse that one of the helicopters in the Ka'u District on this date was silver and the
other white. Spouse reaffirmed earlier statement that one of the helicopters was green.

Caller related that it was agreed with then Lt. Henry Tavares that we would not fly near caller's property
because it was an Indian ceremonial ground and that her bisons are sacred animals. Upon checking
with Capt. Tavares, he stated that no such agreement was made with caller.

Complained of helicopter making 5 passes over caller's house at 10-minute intervals at 10-foot grids in
the north and south directions. Related that in the afternoon, between 1400/1500 hours, the same
helicopter returned and made 2 passes. Caller feels that helicopter wanted caller to know that they
see caller. It also appeared be be brayish, bold and arrogant.
