Re: Resolution Creating Positions
Enclosed is a resolution creating three (3) Police Radio Dispatcher III (Temporary)
positions for the Communications Dispatch Section within the Hawaii County Police
Department. The creation of these new positions will allow the department to
temporarily compensate employees who take on the added responsibility of
providing training and close supervision to the entry level dispatchers as well as
providing refresher training for newly hired Radio Dispatcher II positions or remedial
training as needed.

The Communication Dispatch section experiences a high turnover in
the Police Radio Dispatcher classes. This turnover creates a regular
~ need for trainers for these entry level positions. These training
duties are currently being performed by Police Radio Dispatcher II's
on a voluntary basis without compensation or recognition.
The new class would be used to temporarily assign Police Radio
Dispatcher II's while they provide training and day to day supervision
for the newly hired Police Radio Dispatcher I's and Police Radio
Dispatcher IZ's. The creation of this new class will help the
department retain experienced, highly skilled dispatchers, and provide
incentive for incumbents to actively participate in training newly
hired dispatchers.
A more effective and consistent training program will result in better
qualified Police Radio Dispatchers.

With the high turnover of Police Radio Dispatchers, we are constantly in a training
mode. Due to the immediate response and critical nature of the job, newly hired
Police Radio Dispatcher I (trainee level) need to have close supervision. The creation of
a Police Radio Dispatcher III level will allow the department to temporarily compensate
employees who take on the added responsibility of training, evaluating, counseling,
and recommending continued employment for staff assigned. In addition, this class will
also train any Police Radio Dispatchers Its from other jurisdictions who transfer or current
staff who require refresher training.

1. Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):
The Dispatch Section experiences a high turnover in staff, in addition to temporary
vacancies that require hiring of additional staff. There is a regular need for trainers
to provide day-to-day close supervision for the entry level positions, separate from
regular Police Radio dispatching duties.
In addition to training entry level positions, we have hired and will continue to look at
hiring inter-governmental transfers from other jurisdictions at the Police Radio
Dispatcher II level. Although they have the basic skills, they will still need initial
training and orientation to our system and operations.
The Police Radio Dispatcher III level will function like our Field Training Officers to our
recruits to ensure that we have a better training period and retain quality staff.
2. Can new duties be assigned to existing positions or handled in other way such as
short-term contracts, etc.
The existing three (3) Supervising Police Radio Dispatchers are assigned their
respective shifts, supervising 6-8 employees, and have the overall responsibility of
ensuring the proper manpower needs for their shift, monitoring the proper referral of
Emergency 91 1 calls and other critical functions of the dispatch section. They must
also prepare and change the work schedules according to daily attendance;
prepare reports and review the work of their subordinates, etc. Due to our
continuing problem of manpower shortages, they have also been manning consoles
and performing radio dispatching duties as well. Their expertise is needed in the
administrative tasks, and therefore, the day to day training would be better assigned
to the proposed Police Radio Dispatcher III level.

We do not have any contract to allow for short-term contracts, and we would be
hard-pressed to find qualified contractors to perform such duties. Even former
dispatchers who have been out of the operations would need a complete retraining
to teach newly hired staff.
3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
By providing the opportunity and compensation to the Dispatcher Its who are willing
to perform these higher level duties, we project a development of a highly
motivated and trained core group. This group will also provide abetter-trained pool
of applicants for the Supervising Police Radio Dispatching class.
4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
Continue our present operations by allowing several different Police Radio
Dispatcher Its conduct the training, along with the Supervising Police Radio
Dispatchers, as time permits. By having different staff train newly hired employees,
we allow a fragmented training, inconsistencies, and partial evaluations by several
different supervisors, which compromises the integrity of the overall training program.
It is also discouraging for the few dedicated employees who come forth and go
beyond their scope of work to train newly hired staff without any additional
compensation.
5. Why were manpower needs not planned through budgetary process?
We are attempting to address this issue by requesting these new temporary positions.
6. List other rationale or pertinent statements and data:
We recently worked with the Hawaii Community College and the Fire Department to
develop the first 13-week Public Safety Dispatcher course to enhance our current
recruitment program. We hope to improve the quality of eligible applicants that are
certified to our department.
Since July 1, 2001, we have hired and trained fifteen (15) Police Radio Dispatchers, of
which only seven (7J remain to date.
We currently have three vacancies that we are trying to fill.
Attached is a description of our departmental training program.

DESCRIPTION OF COURSES AND TOTAL HOURS
I. ADMINISTRATION
Welcoming Remarks (30 minutes)
Greetings and comments from Major of the Technical Services Division and
Lieutenant of the Communications-Dispatch Section.
Personnel Policies and Procedures (1.5 hours)
Orientation; filling in forms and applications, familiarization of employee
Benefits, Drums free workplace, explanation of personnel policies and practices.
Tour of Facilities, Dispatch Center & Equipment (1.5 hours)
Orientation; Tour of Department Facilities, various sections and units of
the department, Tour of the Dispatch center, familiarization with Dispatching
equipment and functions.
Organizational Structure and Principles of Supervision (I.5 hours)
Overview of the structure of the Police Department and functions of
the various sections. Instruction regarding the need and understanding
for proper supervisory practices within a police department.
General Orders (3.0 hours)
Rules, regulations and policies of the Department's Duty Manual.
Rules of Conduct (2.0 hours)
General Order 300, Department Rules of Conduct
Sexual Harassment (2.0 hours)
An in-depth instructional course dealing with sexual harassment in the
workplace. Federal EEOC as well as State and County policies are
discussed.
Workplace Violence (2.0 hours)
A discussion on issues related to on-the-job violence; employee rights,
duties and legal obligations to protect themselves, co-workers, and
Customers.

Overview of different cultural and value systems found in society today,
both locally and nationally.
Media Relations (1.0 hour)
Instruction on guidelines and procedures for the release and dissemination
of public information to the news media.
Ethics and Professionalism (1.0 hour)
Learning the positive qualities which instill public confidence in a department
and it's members.
II. SAFETY AND HEALTH
Workplace Safety (1.0 hour)
A discussion on issues related to workplace safety, employee's rights and
duties.
Workplace Ergonomics (2.0 hours)
Instructional lecture to provide an understanding of office ergonomics and
methods for injury prevention.
III. POLICE SCIENCE
Crime Classifications and Codes (2.0 hours)
Explanation of the Crime classifications and Codes utilized by the Police
Department. Discussion to provide an understanding of different offenses
and the importance of proper crime classification.
Patrol Procedures (1.5 hours)
Basic policies, procedures, fundamentals in everyday police patrol
operations.
Vice Division (1.0 hour)
An overview ofthe functions and methods of the Vice Division.
District Beats and Boundaries (1.0 hour)
Instruction on the various beats and boundaries, as applied to the
Hawaii County Police Department.

DESCRIPTION OF COURSES

Overview of Community Policing philosophy, goals and objectives.
Information on the functions and duties of the Community policing
Officers.
Patrol Ride-along (12.0 hours)
Assignment with a uniformed patrol officer to provide observation
and understanding of the duties of a police officer and the functions
of the Patrol Division.
IV. COMMUNICATIONS
Geography and Map reading (12.0 hours)
Classroom instruction on basic map-reading principles and the geography
of the Hawaii County. Training includes touring the eight patrol districts
and site visits to each district station.
Verbal Judo (2.0 hours)
A lecture on methods and strategies for dealing with irate or difficult people.
Police Databases (6.0 hours)
Instruction in the operation and use of the NCIC, JJIS, CJIS, State Driver's
License and Police Records Management Systems.
Police Language and Terminology (2.0 hours)
Explanation of the 10-code, phonetic alphabet, common language and terms
used by police officers, military time and common abbreviations.
Report Writing (2.0 hours)
The requirements, language, abbreviations and format utilized to prepare
the various police bulletins and input information into police databases.
E911 System (4.0 hours)
Introduction to the E911 system and the use and functionality of the CML
computer system to include practical exercises with the CML computer
system.

Computer Aided Dispatching (CAD) (6.0 hours)
Introduction to the use and features of the CAD system to
include practical exercises in data entry, use of mapping features
event transfer and queries.
Public Safety Call taking (6.0 hours)
Instructional lecture on caller types and human behavior, listening skills
and techniques, telephone courtesy and basic call taking techniques.
Practical exercises in using listening skills, basic call taking techniques
and call classification.
Practical exercise (320.0 hours)
Practical exercise receiving live E911 calls and other calls for police
services under the supervision of a Police Radio Dispatcher III.
V. OTHER AGENCIES
Fire Dispatch (4.0 hours)
An introduction to Fire dispatching and the services which are provided
by the Fire department to include a site visit to the Fire Dispatch Center.
Civil Defense (1.0 hours)
A presentation on the functions of the agency; priorities and responsibilities

Alert System.

Under the general supervision of the Supervising Police Radio Dispatcher, the Police Radio Dispatcher III (TEMP) will of time
conduct daily training and provide close supervision to the entry level Police Radio Dispatcher I class, as well as
provide refresher training for newly hired Police Radio Dispatcher Its or remedial training as needed.
1. Conducts training and supervises in police communication operations to include crime classification and coding;
the utilization of radio dispatching equipment; classroom instruction on telecommunication policies, procedures, tasks
and services; provides practical emergency telecommunication experience and skills; provides individual on the job
intructions to trainees under routine and emergency sitiuations; provides training in the use of Computer Aid Dispatch
System (CADS), Resource Management System (RMS), as well as operating the National Criminal Information Center
(NCIC), Criminal Justice Inquiry System (CJIS), Juvenile Justice Inquiry System (JJIS), and the State Driver's License 70%

2. Prepares training materials and conducts in-service training classes for existing personnel and Police Officer
recruits; assists new personnel in the familiarization of the Communication section operational requirements. May

MINIMiJM QUALIFICATION REQUIREMENTS:
Training and Experience: A combinations of education and experience
substantially equivalent to graduation from high school and two years of work
experience in a central police communications operation, one of which shall
have been at the Police Radio Dispatcher II level.
ICnowled~e of: Departmental rules and regulations, and policies and
procedures of the Communications section; pertinent laws and ordinances of the
State and County of Hawaii; crime classifications and coding; geography of the
Island of Hawaii; basic principles and objectives of in-service training; principles
and techniques in dealing with people; office practices and procedures; filing
methods and systems; the purposes and uses of communication equipment and
standard office equipment.
Ability to: Organize and conduct training sessions and courses; evaluate
and document the performance of trainees and other personnel; communicate
clearly and calmly with police personnel and the general public; operate computer
