This project includes new restroom facilities, picnic areas, ADA parking, boat parking area, and lighting. These funds are being provided by the National Park Service, through the State Department of Land and Natural Resources, Division of State Parks. REQUEST: To create a CIP account: Isaac Hale Beach Park Expansion and Improvements and appropriate $520,824 to expend grant funds. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Department of Land and Natural Resources, Division of State Parks has informed us that our project application for a Land and Water Conservation Fund grant from the National Park Service ranked high in the categories of recreational facilities management and recreational demand, including access to the shoreline and addressing the issue of multiple recreational users. Based on their evaluation and rating, the Isaac Hale Beach Park Expansion and improvements project has been selected for receipt of $520,824 as requested in our applications. This federal grant for outdoor recreation funds has a 50/50 match, and the county portion has already been allotted. The project will include new restroom facilities, picnic aresa, ADA parking, boat parking area and lighting. Source of funding for this grant: Land and Water Conservation Fund from the National Park Service. The project includes improvements such as a new comfort station, picnic areas, pathways, public parking areas, boat/trailer parking areas, site lighting and accessibility improvements. ROJECT/PROGRAM JUSTIFICATION: The National Park Service awarded the department, through its Land and Water Conservation Fund grant, the money requested herein subject to a 50/50 match by the County of Hawaii. The County's match has been allotted for land acquisition, design and construction purposes for the subject site.
