RESOLUTION NO. 109 03
RESOLUTION CREATING THREE (3) POLICE RADIO DISPATCHER III
(TEMPORARY) POSITIONS FOR THE HAWAII COUNTY POLICE DEPARTMENT
WHEREAS, the Hawaii County Police Department's Communication Dispatch section
experiences a high turnover of Police Radio Dispatchers resulting in the constant need for training
new employees; and
WHEREAS, these training duties are currently being pertormed by the Police Radio
Dispatcher II positions on a voluntary basis without any compensation nor recognition; and
WHEREAS, the creation of temporary Police Radio Dispatcher level III positions will allow
the department to temporarily compensate those employees who take on the added responsibility
of conducting daily training and providing close supervision to the entry level Police Dispatcher I
positions as well as providing refresher training for newly hired Police Radio Dispatcher II positions
or remedial training as needed; and
WHEREAS, the creation of three (3) new Police Radio Dispatcher III (Temporary) positions
will help the department retain experienced, highly skilled dispatchers, and provide incentives for
incumbents to actively participate in training newly hired dispatchers and the current staff; and
WHEREAS, there are sufficient funds in the Police Department, Communications Dispatch
Section's Regular Salaries and Wages account (010-201-5203.81); and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that three (3) Police Radio Dispatcher III (Temporary), SR-19, positions be created in the
Hawaii County Police Department.
~E IT FURTHER RESOLVED that there are sufficient funds in the Police Department
Communications Dispatch Section's Regular Salary and Wages account (010-201-5203.81).
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Finance, Civil Service, and Police.
