Re: Bond Ordinance
Enclosed is a bill for an ordinance authorizing the Mayor to enter into an intergovernmental
agreement for a State Water Pollution Control Revolving Fund Loan (SRF) for the County's
wastewater public improvement projects; and authorizing the issuance of general obligation bonds
for the purpose of financing the improvement projects. Pursuant to the County Procedures Manual
for Participation in the Hawaii State Revolving Fund Loan Program, prepared by the Wastewater
Branch of the Hawaii Department of Health in April 1994, part of the loan application process
requires a "resolution or ordinance passed by the County Council which authorizes the SRF loan
application and identifies the dedicated source(s) of revenue (i.e., general obligation bonds) which
will fund the project and repayment of the loan with interest." The Council's authorization of the
issuance of general obligation bonds will serve as a pledge of its general obligation authority as
security for repayment of the loan and interest.

A. REQUEST:
We are requesting an Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a
State Water Pollution Control Revolving Fund Loan (SRF) for the County's wastewater public improvement
projects; and authorizing the issuance of general obligation bonds for the purpose of financing the
improvement projects. This ordinance is requested for the following SRF projects:

Kalanianaole Interceptor Sewer Rehabilitation $6,000,000
Kealakehe Sewage Effluent Reuse $2,000,000
Komohana Heights Collector Sewer $2,000,000
Queen Liliuokalani Collector Sewer $2,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)'
A bond ordinance is required to proceed with the above listed SRF projects. The Kalanianaole Interceptor
Sewer Rehabilitation project is for the repair and rehabilitation of approximately 1 mile of interceptor sewer
which has significant deterioration. The Kealakehe Sewage Effluent Reuse project is for the construction of
a recycled water main, contractor fill station, and distribution line to Honokohau Harbor. The Komohana
Heights Collector Sewer and Queen Liliuokalani Collector Sewer projects are for the elimination of large
capacity cesspools.

Pollution Control Revolving Fund Loan for the large capacity cesspool conversion project; and authorizing the
issuance of $8,000,000 general obligation bonds for the purpose of financing qualified wastewater public
improvements of the County of Hawaii:
Replacement of Large Capacity Cesspools $8,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
U.S. Environmental Protection (EPA) mandate of large capacity cesspool replacement for County facilities.
Large capacity cesspools existing prior to April 5, 2000, must be upgraded by April 5, 2005.
