RE: An Ordinance Amending Chapter 24 of the Hawaii County Code (1995
Edition), Relating to Vehicles and Traffic.
Attached for your favorable consideration is a proposed ordinance requesting a change of
time from 7:30 a.m. to 7:00 a.m. for the one way traffic pattern at Honokaa High and
Elementary School, moving in the mauka direction from Mamane Street to Kamani
Street, in Honokaa, Hawaii.
Due to the seriousness of the traffic situation, please waive this bill directly to council.

am in the morning. 1 cnnaulted with Honokaa Ek:merttary Principal, Natalia Oonsaives,
and she informed me that because school starts earlier for the High School, there is a
problem where vehicles ate coming down Pakalatta street bttbre 7:30am and at this time,
bscaua school is aatrt ing saflisq theta era more awdsnts ttroaing the roadway. It is only
time whets someone will get hurt.

It should also be noted that the twa crossing guards have retired and no replaeemeu has

RE: Bill No. ~ ~ ~ An Ordinance Amending Chapter 24 of the Hawai'I County
Code (1995 Edition), Relating to Vehicles and Traffic.
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
