We are pleased to inform you that Townscape, Inc. has been selected by the Planning
Department as the project consultant to create a Puna Regional Circulation Plan (PROP). The
PROP is a State Planning and Research (SPR) Federal Aid Project (No. SPR-0010(25), Work
Item I-HC-4.03) providing a grant to develop a regional transportation circulation plan for the
exceptionally fast-growing Puna District of Hawaii County.
Selection
A three-member PRCP consultant selection committee consisting of one representative each
from the Planning Department, the Department of Public Works and the PROP Community
Advisory Group (CAG) was created to evaluate and rank previously qualified planning and
traffic engineering consulting firms. Townscape, Inc. was ranked at the top of a list of five
finalists.
Fundine
The PRCP SPR Federal Aid Project No. SPR-0010(25) provides $120,000 in contract services
monies for the entire project. Hawaii County will provide in-kind services totaling $30,082 in
labor towards completion of the project. A contract detailing the products and services to be

provided by the consultant is being prepared and. after review by Corporation Counsel for
legality, will be presented for your review and acceptance.
Proiect Obiectives
The purpose of the PRCP is to develop along-range regional transportation circulation plan for
the Puna area of the island of Hawaii. The PROP shall propose specific County arterial and
collector corridors necessary to mitigate present deficiencies and to serve future regional land
transportation demands. The RRCP will include recommendations to adopt an official roadway
map or other implementation options to respond 1.o proposed projects that maybe impacted by
proposed corridors. The corridor locations and widths shall consider multi-modal options.
Proiect Description
The PRCP shall provide a detailed analysis of the circulation of the Puna district, particularly in
the area encompassed by the roughly triangular azea of Puna bounded by the area depicted on the
attached map. The Hawaii Long Range Land Transportation Plan (HLRTP), Hawaii County
General Plan and adopted County of Hawaii zoning designations shall provide a basis of
reference in considering alternatives to accommodate multi-modal options within the corridors.
However, these basic tenets shall be subject to critical review as necessarily dictated by the
existing transportation patterns and land uses as determined by the results of the project research
and CAG input. Townscape, Inc. will be required to work closely with the CAG in defining the
projects' scope, methodology, and work plan. The Planning Department has recruited a group of
approximately 20 individuals representing across-section of the Puna district subdivisions,
community action groups, business interests, landowners, and interested citizens to participate on
the CAG. This group anticipates playing an integral role in defining the project's direction and
methodology. Up to six (6) meetings will be scheduled by the Planning Department in
coordination with Townscape, Inc. and the CAG to facilitate community/consultant interaction.
Additionally, the Planning Department will schedule up to three (3) public informational meeting
on the project at which the Townscape team will he expected to report on the project's progress
and to solicit additional public input.
Proiect Duration
The 5nal report shall be due not later than eight (R) months from the date of consummation of
the construct between Townscape, Inc. and Hawaii County. A written request for additional time
to complete the project shall be submitted to the Planning Director for consideration. The
request for additional time shall include a description of the circumstances and justification for
the request.
