Dear Chairman Arakaki and Members of the County Council: ~
SUBJECT: GENERAL FUND FUND BALANCE
Pursuant to Section 10-8 of the Hawaii County Code relating to supplemental appropriations, I am
taking this means to certify that there is a balance of $5,678,888.54 in the General Fund fund balance
as of June 30, 2003. We will be submitting to you a detailed proposal on the use of this balance
based on departmental supplemental budget requests and other needs. We will also be contacting
Councilmembers to give you an opportunity to review our recommendations and provide input.
Meanwhile, there is an immediate need that we provide funding to award the contract for
engineering services for the Replacement of Large Capacity Cesspool CIP project.
Enclosed is a bill for an ordinance amending the Operating Budget by increasing the General Fund's
Fund Balance From Previous Year account by $987,900 and then appropriating it to the Transfer to
Capital Projects Fund account.
Upon completion of our departmental reviews, we will be coming back to you with a proposal to
appropriate the balance of the General Fund fund balance.
