Informs this proposal needs State approval and requests the Council intercede with the stipulation that the road be accessible to bikers or pedestrians from Puako for park visitors and employees. Comm. 702: GEOTHERMAL ASSET FUND RULES From Planning Director Virginia Goldstein, dated November 15, 1993, transmitting copy of the draft Geothermal Asset Fund Rules that will be the subject of a Planning Commission hearing on November 18, 1993. William Sewake, Manager, Department of Water Supply, dated December 14, 1992, informing he has encouraged residents of Kona Ocean View to create an Improvement District for installation of a water system in their subdivision. PET. No. 1: From Leilani P. Embernate, dated December 15, 1992, transmitting a petition supporting a water system for Kona Ocean View Subdivision. Comm. 51.01: From Leilani P. Embernate, dated January 8, 1993, urging assistance in obtaining water for the Kona Ocean View Subdivision. Comm. 51.02: From Water Department Manager H. William Sewake, dated July 23, 1993, transmitting, as requested, a preliminary plan and cost estimate for the Kona Ocean View Subdivision's water system. Comm. 51.03: From Water Department Manager H. William Sewake, dated October 6, 1993, informing that area residents of Kona Ocean View Subdivision are requesting the status of their petition for the improvement district. Also, they request that road improvements be made a part of the improvement district. The inquiry was subsequently re-directed to the Department of Public Works. Comm. 51.04: From Corporation Counsel Richard D. Wurdeman, dated October 18, 1993, responding, as requested, with an outline of the necessary procedures to process Kona Ocean View Subdivision's proposed improvement district for a water system, as listed. Comm. 2171: Copy of letter to Planning Commission from John H. and (1991) Juanita F. Shaw, expressing their opposition to the subject zone change and urging that the proposed zone change be denied. States they realize that the date of the public hearing was November 29, 1990, but that they received notice less than nine days before the hearing date, and if this does not meet notice requirements they would like to request that the Planning Commission withhold decision on this matter to allow individuals additional time to learn about the project and to offer comments.
