Dear Chairman Arakaki:
Thank you for giving me the opportunity to appear before the Hawaii County Council's
Committee on Finance on Wednesday, September 3, 2003 and to also provide
testimony before the Hawaii County Council on Wednesday, October 8, 2003.
The Council mentioned that it would appreciate a more specific breakdown of the goals
and objectives mentioned in the handout submitted at the hearing on Wednesday,
October 8, 2003. Based on that request, the following information is submitted for your
review:
• Federal, State, and County Government Commitment:
1. Federal Funds - $10 Million dollars to address ICE -'02, '03, '04
2. State Funds - $1 Million dollars to address ICE -'03, '04
3. County Funds - $1 Million dollars to address ICE -'03, '04
• Community Support -Every single community on Island active and participating
in activities to strengthen our children and our families.

• Increase Support for Federal Law Enforcement -Increase DEA, ATF, FBI,
HIDTA support for Hawaii Island.
1. DEA -'02 = 1 agent; '03 = 2 agents; '04 = 4 agents
2. ATF -'02 = 0 agents; '03 = 2 agents; '04 = 4 agents
3. FBI -'02 = 2 agents; '03 = 2 agents; '04 = 4 agents
4. HIDTA-Increased Task Force supportforjoint Federal, State, and
County operations to combat ICE and other drugs in '02, '03, and '04.
• Increase State Enforcement Support -Increase National Guard Counter-Drug
Personnel, Increase Narcotics Enforcement in the Department of Public Safety,
Increase Attorney General's commitment to Hawaii Island.
1. National Guard Counter-Drug -'02 = 2 personnel; '03 = 4 personnel
2. Narcotics Enforcement Division - No data available
3. Office of the Attorney General - No data available
• Increase Local Law Enforcement Capabilities -Dedicate personnel strictly for
ICE enforcement, create system for coordinated communication between
residents and HPD, improve lab testing capacity.
1. Established ICE Task Force in '03; Increase personnel from 6 to 10 in '04.
2. Established ICE Hotline in East and West Hawaii in '03.
3. Established Updated Drug Lab in '03.
• Add dedicated senior prosecutors who are assigned strictly to drug cases in both
East and West Hawaii.
1. Establish Drug Prosecutor in East Hawaii and West Hawaii in '03 or'04.
• Create a Drug Court in both East Hawaii and West Hawaii for both Adults and
Juveniles.
1. Establish Adult Drug Courtin Third Circuit in East and West Hawaii in
'02,'03
2. Establish Juvenile Drug Court in East and West Hawaii in '03, '04.

• Establish an Adolescent Treatment Program on Island.
1. Draft legislation and lobby State of Hawaii for monies ($300,000).
2. Pursue and Submit Federal Grant support ($900,000).
3. Pursue Federal monies to establish program in '03, '04.
4. Pursue State of Hawaii, Department of Health support in '04.
5. Draft legislation and lobby State of Hawaii for monies in '04.
• Create more Treatment alternatives for Men, Women, and Children in every
community on the Island.
1. Treatment options should be available in North, South, East, and West
Hawaii.
• Establish more School-based Treatment Programs.
1. In '02, there were BISAC school based counselors in 4 schools (Waiakea,
Pahoa, Konawaena and Ka'u)
2. In '03, BISAC was able to expand their school based counselors to 4 new
schools (Hilo, Laupahoehoe, Honoka'a, and Kealakehe)
3. In 04, we should aim to have a school based counselor in every High
School.
• Strengthen Domestic Violence, Native Hawaiian Healing, Mentoring, and Youth
Programs -Improve Our Infrastructure Island wide.
1. CPS reports that approximately 85-90% of their caseload is ICE or drug
related making abuse and neglect on of the most severe and tragic
results of ICE use. Resources need to be focused on strengthening our
domestic violence infrastructure Islandwide.
2. Statistics and Data indicate that Native Hawaiians make up over 50% of
those suffering from ICE use and addiction. This sad statistic requires
that we support and strengthen Hawaiian Cultural Healing that
incorporates Ho'oponopono and Hawaiian values in supporting
individuals and families Islandwide.
3. Mentoring has been identified as one of the most critical elements in
reinforcing positive relationships between youth and caring adults.
Mentoring allows youth to maintain positive relationships that will
hopefully result in less drug use and more positive activities. An
Islandwide Mentoring Network needs to be established between Island
businesses and Hawaii Island youth.

4. Youth programs need to be strengthened and supported. Our youth
should have positive, safe, drug free activities in every community. These
programs should be available during the after-school and evening hours
to prevent youth from engaging in risky and illicit behavior in lieu of
positive recreational activities.
• Establish a Community Fund for community-based initiatives.
1. '02 = $0; '03 = $100,000; '04 = $500,000
• Improve our Transportation Infrastructure.
1. '04 = $3,000,000 through US Senator Daniel K. Inouye
• Create a Healthy, Diversified, and Vibrant Economy.
