RESOLUTION NO. 123 03
RESOLUTION CREATING A RESOURCE CENTER COORDINATOR (TEMPORARY)
POSITION AND A RESOURCE CENTER SPECIALIST (TEMPORARY) POSITION
FOR THE HAWAII COUNTY RESOURCE CENTER
WHEREAS, the Hawaii County Resource Center (HCRC) is a program developed within the
Department of Research and Development to develop island-wide communication network between
the communities and government agencies; and
WHEREAS, the HCRC also provides training and technical assistance in areas of community
meetings as well as grant writing; and
WHEREAS, the HCRC is currently staffed by a Resource Center Coordinator and Resource
Center Specialist, both temporarily employed by contract; and
WHEREAS, the Resource Center Coordinator is responsible for the HCRC's overall
management and program leadership; administers the development and implementation of the
operational functions; identifies funding sources for developing HCRC projects; assists and guides
other county departments and community entities toward grant opportunities; and works with the
County departments to identify and address their departmental needs; and
WHEREAS, the Resource Center Specialists provides leadership and direction for project
operations; provides oversight, supervision, management, technical assistance and training of island-
wide facilitators; provides oversight and management of subcontracts; develops and mobilizes the
island-wide HCRC communication network; and facilitates and support district groups; and
WHEREAS, the creation of a Resource Center Coordinator (Temporary) position and a
Resource Center Specialist (Temporary) position will ensure that the HCRC can continue to serve the
communities and local governments; and
WHEREAS, these two positions will be funded with monies derived from grants and other
outside sources for the Hawaii County Resource Center; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, ~E IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that a Resource Center Coordinator (Temporary), SR-24 position and a Resource Center Specialist
(Temporary), SR-22, position be created, for as long as there are grants or other outside source of
funds available for the Hawaii County Resource Center.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Departments
of Finance, Civil Service, and Research and Development.
