accordance with Hawaii Revised Statutes §89-11(e) and (g) to resolve the impasse
between the employers and the State of I lawai'i Organization of Police Officers
(SHOPO). Cost items presented are across-the-board increases, step movements.
Employer-Union Health'hrust Fund Supplement to certain employees, and increase
in the standard of conduct diflerential. 'the attached exhibit to the resolution shows
the total cost of these various adjustments over the ~~xu' years of the contract.

Grant to the I Iawai'i County Civil Defense Agency. These funds, derived from the
Federal [?mergency Management Agency (FNMA), are to be used to conduct CI~.RT
"Drain-the Trainer courses to prepare program managers and instructional teams from
communities who will expand the CI?R"f training program, and to continue to initiate,
organize, train, and maintain CER'I~s and to use the teams as an emergency
management resource and as a volunteer pool to peribrm special projects drat
improve preparedness of Hawaii County.

Prom Mayor Harry Kim, dated October 9, 2003, transmitting the above bill States
that pursuant to Section 10-8 of the Hawaii Counts Code relating to supplcmarial
appropriations, the balance of $5,678,888.54 in the General I' and Fund Balance as of
,tune 30, 2003 is certified. A detailed proposal of the use of this balance based on
departmental supplemental budget requests and other needs will he submitted.
Meanwhile. there is an immediate need that Funding be provided to award the
contract for engineering services For the Replacement of Large Capacity Cesspool
CIP project.

above bill. Last fiscal year, Ordinance No. 03-81 appropriated this project f~~r
$5,000.000 wiU~ the source of funds coming from the Stale Revolving Fund (SRF).
An additional $1 million is being appropriated as estimates received indicate that the
project cost may exceed the original appropriation.
