Because a distribution formula was used to establish the original district/category appropriations and to maintain equity, lapsed funds arc being reappropriated back to the originating districts/categories. The Ka`ohe North Road Association would like to provide this monetary contribution to the County to cover the estimated costs for the Department of Public Works to provide the above improvements to the road. "These basic repairs are necessary to restore the road to usability as an unpaved public access road and to provide public legal access to portions of the Kabhe Homesteads. The approved PY2003-04 Operating Budget contains a LLEBG ti'om the U.S. Department of Justice, Office of,Iustice Programs, which had been budgeted by the Hawaii County Police Department. Normally, the notification of grant award is not placed onto the Finance Committee agenda; however, the Police Department is requesting that this report be placed onto the agenda so that it can satisfy a grant requirement that a public hearing is held on the proposed use(s) of the funds. '1"hcsc funds will be used to purchase computer and electronic equipment to complement the new Records Management System and to provide for specialized training for department personnel that would not ordinarily be available due to lack of local funding. These positions are needed to staff the Hawaii County Resource Center (HCRC), a program that develops island-wide communication network between the communities and government agencies and provides training and technical assistance in areas of community meetings as well as grant writing. Many homeowners choose not to participate in the nonspeculative residential use dedication program due to the uncertainties of a long dedication period. and the cost of breaching the dedication. These changes will encourage more residents. particularly older persons living in areas with rapidly increasing property values, to participate in the program and still enable the county to carry out its purposes.
