Re: Operating Budget
The State of Hawaii Department of Transportation, through its State Planning & Research (SPR)
Program, has authorized a $120,000 grant to the County of Hawaii for the preparation of the Puna
Regional Circulation Plan. These funds, derived from the Federal Highway Administration, will be
used to develop along-range regional transportation circulation plan for the Puna region, the most
rapidly growing district in our County.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii
Department of Transportation.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$120,000 Puna Regional Circulation Plan Grant.

A. REQUEST:
The Planning Department has received a $120,000 federal grant, passed through the State Department of
Transportation, to develop a regional transportation circulation plan for the Puna District, a particularly fast-
growing and congested region. County matching will be as in-kind services (approximately $30,000 of labor or
direct expenses). At this time we would like to set up a revenue account to accommodate this grant and
appropriate the amount as detailed below.
1. Consultant Services ($120,000): To enter into a consultant services contract to assist in the preparation of
the plan. The consultant services contract will be in the amount of $120,000.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI:
Objectives: To develop along-range regional circulation plan for the Puna District. This regional
circulation plan will have amulti-modal focus and identify the transportation needs relative to
alternative future land use scenarios. The plan will identify specific implementation measures such as
regulatory changes or CIP proposals.
Justification: Puna is the most rapidly growing district in our County. As a result, congestion worsens.
A regional plan is needed to evaluate the relationship between land use and transportation and
develop an action plan to coordinate intergovernmental and private activities.
See attachment for the Department of Transportation approval of the project and commitment of funds.
