A BILL FOR AN ORDINANCE AMENDING SECTION 15-68.1, HAWAII COUNTY
CODE, PARKS AND RECREATIONAL FACILITY SCHEDULE-PARKS, KOHALA, BY
RENAMING THE SAMUEL M. SPF,NCER BEACH PARK-"SPENCER PARK AT
`OHAI`ULA BEACH" AND THE PAVILION AT `OHAI`ULA-"SAMUEL MAHUKA
SPENCER PAVILION."
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAI'L
SECTION I. Purpose. The purpose of this measure is to rename the Samuel M.
Spencer Beach Park - "Spencer Park at `Ohai`ula Beach" and the pavilion - "Samuel
Mahuka Spencer Pavilion."
`Ohai`ula, located in the South Kohala District of Hawaii Island within Kawaihae, south of
Pu`ukohola Heiau National Historic Site, is the original name of the area now known as
Samuel M. Spencer Beach Park. `Ohai`ula is the tirst white sand beach on the north end of
the Kohala Coast and was named for the red banyan trees that once thrived there.
Samuel M. Spencer Beach Park was named after Samuel Mahuka Spencer, a native of
Waimea, Hawaii and a County Chairman of Hawaii Island from 1924 through 1944. The
name of this place and the many names within this area are only preserved by oral histories
and old maps. There is a growing public interest in preserving the original names of ancient
places by including these names in everyday usage.
The history and culture of `Ohai`ula were displaced with the modern changes at Kawaihac.
Our generation needs to carry on the original place names of Hawaii as part of perpetuating
Hawai`i's native culture and traditions for future generations.
SECTION 2. Chapter 15, Section I ~-68.1 of the Hawaii County Code, relating to
the Parks and Recreation Facilities Schedule, Parks, Kohala, is amended to read and be
appropriately numbered as follows:
"[Samuel M. Spencer Beach Park] Spencer Park at `Ohai`ula Beach
Samuel Mahuka Spencer Pavilion"
SECTION 3. New material is underscored. Material to be repealed is bracketed.
SECTION 4. If any provision of this ordinance or the application thereof to
any person or circumstance is held invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without the invalid provision or
application, and to this end, the provisions of this ordinance are declared to be severable.
SEC1'(ON 5. This Ordinance shall take effect upon its approval.
