AN ORDINANCE TO AMEND ORDINANCE NO. 03-91, AS AMENDED, THE OPERATING BUDGET FOR THE
COUNTY OF HAWAII FOR TAE FISCAL YEAR ENDING JUNE 30, 2004.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Ordinance No. 03-91, as amended, is hereby further amended by appropriating revenues in the following
amount(s) to the fund(s) as set forth in Section 2.

SECTION 2. The foregoing amount(s) as specified in Section 1 hereof is/are hereby appropriated [o [he following fund(s) and
expenditure account(s) as set forth herein below:

SECTION 3. The federal/state giant revenues set forth in Section 1 are hereby appropriated in the amount(s) and to the
program(s) identified herein; provided that disbursement is conditioned on (1) receipt of a notification of grant award from the
grantor, or receipt of notification from the grantor that the grant award will be forthcoming and that Che County is authorized Co
incur costs pursuant to such grant award; and (2) written notice to the Council including a copy of the notification from the
grantor.
A final report, or the final report required by [he grantor, shall be submitted to the Council upon completion of the gran[
program(s).
SECTION 4: Prior to the expenditure of funds subject to this ordinance, the administration shall submit to the Council for ifs
review and approval (1) an implementation plan and detailed expenditure plan for the Adolescent Treatment Center ($300,000;
Account No. 010-111-5111.52); and (2) a detailed expenditure plan including criteria for the disbursement of funds [o community-
based organizations for Community Anti-Drug Efforts ($100,000; Account No. 010-11 1-5111.53).
SECTION 5. This ordinance shall take effect upon its approval.
