SUBJECT: A Resolution Relating the Preparation of (l) A North Kona Regional Sewerage Master
Plan; and (2) A Council Initiated Improvement District Implementation Study for the
Construction of Certain Wastewater and Recycled Water System Improvements for
Kealakehe, Honokohau, Kaloko and Kohanaiki, District of North Kona, Hawaii
Attached please find a resolution to authorize along-awaited Council-initiated improvement district
implementation study for wastewater and recycled water system improvements for Kealakehe,
Honokohau, Kaloko and Kohanaiki, District of North Kona, Hawaii.
This resolution has been prepared in close consultation with key private landowners and the National Park
Service in the affected district and further has been reviewed by Barbara Bell, Director of the Department
of Environmental Management, and Peter Boucher, P.E., Wastewater Division Chief of the Department of
Environmental Management.
In bringing this resolution forward, I wish to recommend that an earlier and deferred resolution
(Resolution No. 70-O1, copy attached) be filed in favor of this resolution.
The thrust of this initiative is to facilitate sewerage improvements in the rapidly developing Kaloko
Industrial Area as well as to thoughtfully plan and consider the greater regional needs of this important
section of North Kona coastline.
The perspective and methodology proposed by this resolution is meant to assure the protection of marine
resources and shoreline park properties including Honokohau Harbor, Kaloko Honokohau National
Historic Park, the new shoreline park at Kohanaiki, and the Natural Energy Laboratory of Hawaii
Authority at Keahole Point.
The resolution further invites a collaborative and consultative approach to the determination of needed
infrastructure and financing options of the many affected private and public landowners.

RELATING TO THE CONSTRUCTION OF IMPROVEMENTS HY ASSESSMENTS AT KEALAKEHE,
HONOKOHAU, KALOKO AND KOHANAIKI, DISTRICT OF NORTH KONA, HAWAZ'I
WHEREAS, the Co-.:ncil cf she Cour_ty of Hawaii wishes to initiate
proposed improvements on cer.ain real property located at Kealakehe,
Hono{ehau, Kalolco a:d Kohanaiki, Distr_et of North Kona, County and State
of Hawaii, for improvements co^sisting of extensio- to the manicioal
sewer system, the cost of whic:^ is to be borne by the County and the
property owners pursuant to the provis:cns cf Sectio: 12-_0, Hawai'~
County Code, as amende3, and
WHEREAS, Attachment "A" describes the necessary preliminary scope of
work, toget^er with an estimate of the probable cost thereof, and an
estimate of the share of t:.^e cost of the improvements against each parcel
of the real property subject to assessment; and
t4HEREAS, Attachment "B" shows a map identifying the proposed limits
cf the Improvement District, and
WHEREAS, .he Improvement Protect has now been further and fully
considered by the Council
NOW, THEREFORE, BE I"' R3SOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that (1; the ?ublic Wor'{s Director o_` t^e Co-.:nty of Hawaii be and
is directed to investigate tae =nforma~ion a__^.d data provided by the
Council and such other information as the Public Works Director deems
advisable a--^.d ~c report to tae Council en the necessity, feasibility, and
methcd of assessment desirab~e for the aforementioned sewer system at
Kealakehe, Honokohau, and Kaloko,_District of North Kona, County and State
of Hawaii; and to include in his preliminary report all such data,
survey, maps, plans, drawings, details, and specifications for the
improvements and any other matters or details intended to apply thereto in
accordance with the provisions of Section 12-10, Hawaii County Code, as
amended; {2) the Public Works Director shall, upon notification by the
Council, consult with such financial consultant and bond counsel as the
Council may hereafter employ with respect to the proposed improvement
district and incorporate into any subsequent report the comments or
recommendations of such persons.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Departments of Finance, Public
Works and Environmental Management.
