Crawford Deputy Director On January 8, 2003, the Hawai'i County Council adopted Resolution No. 11-03 which authorized the Mayor to enter into a Cooperating Technical Partners (CTP) Partnership Agreement with the Federal Emergency Management Agency (FEMA). The primary purpose of this agreement was to establish up-to-date flood hazard data and a Digital Flood Insurance Rate Map for the South Kohala area. However, no project appropriations were made at that time. Enclosed is a bill for an ordinance adding the Pu'ukapu Flood Study project for $300,000 to the Capital Budget. This study is to be performed by a private consultant through a professional services contract, of which will be paid through a reimbursement process under that obligation agreement with FEMA. In order to expedite the implementation of this project, the Department of Public Works would like to request a waiver from the Finance committee and have this bill heard at the next Council meeting scheduled for December 3, 2003. If there are any questions, please do not hesitate to call the Department of Public Works.
