On January 8, 2003, the Hawai'i County Council adopted Resolution No. 11-03 which authorized
the Mayor to enter into a Cooperating Technical Partners (CTP) Partnership Agreement with the
Federal Emergency Management Agency (FEMA). The primary purpose of this agreement was to
establish up-to-date flood hazard data and a Digital Flood Insurance Rate Map for the South
Kohala area. However, no project appropriations were made at that time.
Enclosed is a bill for an ordinance adding the Pu'ukapu Flood Study project for $300,000 to the
Capital Budget. This study is to be performed by a private consultant through a professional
services contract, of which will be paid through a reimbursement process under that obligation
agreement with FEMA.
In order to expedite the implementation of this project, the Department of Public Works would like
to request a waiver from the Finance committee and have this bill heard at the next Council
meeting scheduled for December 3, 2003.

Amend appropriation ordinance 03-90 by adding an appropriation for $300,000.00 for Puukapu Flood Study.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Study to be performed by a private consultant through a professional services contract. The contract will be
paid through a reimbursement process under obligation agreement EMF -2002 -GR -0228 with the Federal
Emergency Management Agency (FEMA). This agreement had been authorized by County Council
Resolution 11-03. See the attached Financial Impact Statement for details.

ROJECT/PROGRAM DESCRIPTION:
Conduct a flood study to update the FEMA flood maps for the Puukapu area. FEMA flood maps to be amended
as determined by the flood study. Work to include topographic
mapping of the area.
ROJECT/PROGRAM JUSTIFICATION:
The current flood maps are inaccurate; maps show large areas in Kamuela that may not be subject to flooding.
FEMA has made funding available to correct inaccuracies in their flood
maps.
IMPACT ON OPERATIONAL BUDGET.
None - there should be no County funds expended beyond staff time.

RE: Bill 192 , an Ordinance amending Ordinance No. 03-90, as amended,
relating to Public Improvements and Financing Thereof for the Fiscal Year
July 1, 2003 to June 30, 2004; adding the Public Works Pu`ukapu Flood Study
for $300,000.
Pursuant to Section I(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
