SUBJECT: MARIJUANA ERADICATION MISSION FOR THE MONTH OF
OCTOBER 2003
The Hawaii Police Department conducted a marijuana eradication mission on October
27-29, 2003, in East Hawaii.
As required by Resolution No. 46-01, reports indicating the number of plants eradicated
and the number of complaints received from the public, the type of complaint and the
complaint disposition are attached.

Location: Laupahoehoe - 2 miles above school
Complaint:
A yellow helicopter flying just above tree top level. They were flying in the area about 5 to 15 minutes.
Caller said helicopter was flying yesterday (10-28-03) above his house as well as the week prior.
Caller also said he has an outdoor stove and asked if we thought he was cooking meth. .
Color of Helicopter: 1. Yellow.

Call Received By: Private Helicopter Company who forwarded the information.

Reason for Being in Area:
Observer observed what appeared to be Marijuana came down a little lower but well above tree top
level, and did not see Marijuana and departed the area.
Time in Area: 5 Minutes No. of Plants Recovered: None
Immediate Action Taken:
None, call received the next day.
Comments:
Caller was very upset because he indicated this was the second week in a row, when informed that we
had not flown a mission the week before he was surprised. An apology was given to caller and he
indicated he was not as upset in hearing that we had not been there the week before.

Location: Catamaran Lane, HOVE, Kau, HI.
Complaint:
Caller observed helicopter with hose and ball attached spraying poison on what caller believes to be
marijuana plants by police. Caller added that the spraying continued on 10-30-03.
Color of Helicopter: Caller did not see color of helicopter.
Tail No.: Caller did not notice number. Letters "HPD" Visible: YesO No0
