An Environmental Protection Agency grant funded this demonstration project to gather data, refine procedures and assist in designing other County. recycling facilities. Recyclable commodities will be collected from March 29 through the end of the year - a .period of 278 days. Within that time, the tonnage of recyclables targeted for diversion from the Hilo Landfill was 560 tons. On October 2, 2003 KRRC achieved that weight goal, 78% of the way through its schedule. By the end of October the total tonnage collected by the project was 674 tons,. over 120% of the original target. If the current pace keeps up, an estimated 910 tons will be diverted and a final performance of 162.5% attained. Comm. No. 410.3 Ref. To-.fr. - 6" G16 f. The 560 ton figure was meant to equal 25% diversion of the residential waste stream being collected at the Kea" au Transfer , station. When the KRRC project got underway, new County data showed that the Keaau's solid waste collection had grown tremendously, reflecting the. large population increases Puna experienced. KRRC has achieved a 19% diversion rate of the current waste stream. and with increased public awareness may hit that 25% mark in December. In practical terms, it represents an increase from 119 tons a month collected to about 131 tons. We have come a long way from a low of 2% diversion at Kea' au before KRRC started up: WHAT DOES PUBLIC RECYCLE AT KRRC? Recycle Hawaii conducted a simple Traffic and Site Use survey earlier this year. For more complete details please refer to the RH web page. Glass/Aluminum (out of the 903 vehicle stops): 390 visits - 43.2% All Paper Fibers (including cardboard and newspaper): 324 visits — 35.9% Reuse Center (drop off or pick-up): 304 visits - 33.7% Plastics # 1 and # 2, only: 249 visits — 27.6% Green waste: 71 visits— 7.9% Scrap Metal: 52 visits 5.8% Page 3 Kea' au Recycling and Reuse Center Report 11 /18/03 HOW MANY PEOPLE STOP BY AND RECYCLE? The Traffic. and Site Use survey found that on the average, 83 cars an hour pass through the KRRC facility during its 12 -hour .day operation. The vehicle count ranged between 38 vehicles per hour (vph) and 126 vph, or from one car every -two, minutes all the way up to one car every thirty seconds. 90 to 110 vph were commonly recorded for two or three hour stretches during the weekends. The busiest days generally were Fridays thru Mondays while Tuesdays thru Thursdays were generally slower. Rainy days had less traffic volume than dry, sunny days. Of those vehicles, about 20% participate in a recycling opportunity. The actual participation varied from 16.1% of vehicles all the way up to 49.5% on an hourly basis, depending upon the time of day, day of week and weather conditions. POPULAR REUSE CENTER CONTRIBUTES TO SOLUTION. The KRRC Reuse Center is a big community asset, allowing the public to donate unwanted items that still have some service left in them. It ranges from pieces of scrap lumber and wiring to useable furniture and household appliances.. About one-third of all KRRC users stop by to drop something off or see what is dropped off and available for free. The Reuse Center diversion rate has been steadily increasing, and. October's collection.set a record with a weight of 32,708 lbs or 16.4 tons diverted away from the Hilo Landfill. The total for all Reuse Center diversions since the opening, now totals 162,708 lbs or 81.4 tons. The Reuse Center is a big hit with the public, with over 12 tons of items exchanging hands every month. i 1' Page 4 Kea' au Recycling and Reuse, Center Report 11/18/03, Public support for recycling and KRRC is strong. We continue to attract a steady number of volunteers — by October 31, Recycle Hawai'i counted 1,038.5 volunteer hours donated. ADDED ATTRACTION EDUCATIONAL EVENTS WITH ART AND WORMS. Sixteen workshops, including 8 for children, have been conducted at KRRC. While it was a stretch to convince the public that a dumpsite would be a good place to meet, the numbers of participants have grown. The most attended art workshop occurred on October 18, 2003 when over 50 people attended "Glass Blowing Techniques Workshop," where bottle, window and melted glass were manipulated utilizing hot torches and kilns. Recycle Hawaii has just launched a new series of workshops focusing on.hands-on composting and vermiculture (Worm bin composting) techniques. Over 30 people. attended that workshop on November 1. KRRC BEYOND THE DEC. 31, 2003 CONTRACT DEADLINE The County and Recycle Hawai'i will extend the contract to allow the orderly transition of KRRC into a permanent Dept. of Environmental Management Solid Waste facility. The transition period will be from January 1, 2004 to June 30, 2004. It is expected that r, • Page 5 Kea' au Recycling and Reuse Center Report 11 / 18/03 the budget for this interim period will,be $60,000, which is sufficient to haul out all the recyclable commodities and allow KRRC to be open seven days a week. Plans are being made to cope with this reduced funding; keep the recycling momentum going at KRRC while seeking other funding to lessen the cutbacks and create new options. The Kea' au Recycling and Reuse Center experience will benefit the County. • As they begin a new round of rural transfer station enhancements. • During the upcoming EH Regional Sort Station design and implementation process..
