SUBJECT: Resolution No. 12 03, raft 2
Attached please find Resolution 129-03, Draft 2 as amended by the Finance Committee on
December 2, 2003.
The text of the amendment to subparagraph (3) of the "Now, Be It Resolved" clause on page 3 of
Resolution No. 129-03 is as follows [new material is underscored]:
(3) advise the Council as to the preferred method of financing said improvements,
whether by Council-initiated improvement district, owner-initiated improvement
district, tax increment district, community facilities district, or private financing.
The resolution, as amended, will facilitate the greatest exploration of financing options for the
proposed improvements.
Thank you for your consideration of this initiative to support a study for (1) a North Kona
Regional Sewerage Master Plan; and (2) a Council Initiated Improvement District
Implementation Study for the Construction of Certain Wastewater and Recycled Water System
hnprovements for Kealakehe, Honokohau, Kaloko amd Kohanaiki, District of North Kona,
Hawaii.
