For and in consideration of the covenants hereinafter set forth, the parties hereto mutually agree
as follows:
1. Contractor agrees to perform or pro.ide the following described work or work products and to
supply at Contractor's expense all labor, materials, equipment, supplies and other incidentals in connection
therewith (Give detailed explanation of work. Use and attach exhibit, if necessary):

2. The term of this Agreement shall be from and to the date specified below, or, as applicable.

work and work products and all labor, equipment, supplies and other costs and expenses incurred by Contractor

EXHIBIT 1
SCOPE OF SERVICES
Description of the Program
The Hawaii Police Department's Drug Abuse Resistance Education (DARE) Program
consists of 4 officers providing a minimum of one lesson per week for forty-five (45)
minutes for third, fifth, and eighth graders attending public schools within the
COUNTY OF HAWAII for the duration of the 1996-97 school year. DARE is the
police-officer-led series of classroom lessons that teaches children the facts about
alcohol, tobacco, drugs, and violence and gangs, and gives them the practical skills
needed to resist unwanted peer pressure and to build and maintain self-esteem.
During the year, DARE is involved in a multitude of activities, i.e., Parent Teacher
Student Association (PISA) and Parent/Community Network Center (PCNC)
meetings, school and community fairs and activities, statelnational conferences and
training, summer leadership camp for selected students and DARE officer training.
The Police Department shall:
I. Provide the DARE program curriculum for the third, fifth, and eighth graders of
all public schools within the COUNTY OF HAWAII.
A. The curriculum shall include the following lessons for third grade:
1. Laws and Rules to Keep Us Safe;
2. Drugs May Help or Harm;
3. Saying No to Drug Offers;
4. Handling Conflicts;
5. Avoiding Gangs and Gang Violence; and
6. Culmination.
B. The curriculum shall include the following lessons for the fifth grade:
1. introducing DARE;
2. Understanding the Effects of Mind-Altering Drugs;
3. Considering Consequences;
4. Learning Resisting Techniques;
5. Building Self Esteem;
6. Learning Assertiveness - A Response Style;
7. Managing Stress Without Taking Drugs;
8. Reducing Violence;
9. Combating Media Influences on Drug Use and Violence;
10. Making Decisions About Risky Behaviors;
11. Saying Yes to Positive Alternatives;
12 Having Positive Role Models;
13. Resisting Gang and Group Violence
14. DARE Summary;
15. Taking a Stand; and
16. DARE Culmination.
C. The cumculum shall include the following lessons for the eighth grade:
1. Reconnecting with DARE;
2. Beliefs about Drugs;
3. Drugs, Violence and Victims;
4. Resisting Influences Assertively;
5. Forming Friendships;
6. Resolving Conflicts Without Violence;
7. Avoiding Violent and Gang-Oriented Relationships;
8. making Our Environment Drug-Free, Violence-Free, and Safe;
9. DARE Review; and
10. DARE InfoActions and Culmination.
3. Provide opportunities to attend the Hawaii DARE Officers Association and
National DARE Officers Association Conferences
a. The officers attending the conferences will act as resource persons for
DARE officers not attending the conferences and will conduct in-service
training during the year.
b. All DARE officers are eligible to attend the conferences.

TIME OF PERFORMANCE
The contract begins upon approval and continues through September 30, 1997.
A. The in-school instruction will be during school hours, including schools
designated as year-round schools.
B. The summer leadership camp will be held in June.
C. The Hawaii DARE Officers Association Conference will be held in
Mazch, and the National DARE Officers Association Conference will be
as scheduled.
D. The DARE Officers Training will be held in July.
E. Contractor shall submit a written report of the DARE Mentor Training
Program, applicable to each school year.
F. Contractor shall attend and complete DARE Officer Training applicable
to the school yeaz.
G. Contractor shall attend the DARE Mentor Training Program and
submit a written report of the DARE Mentor Training Program
applicable to the school year to the Office of Youth Services (OYS) 30
days after the completion of the program.
H. Contractor shall attend the National DARE Officers Association
Conference and submit a written report of the National DARE Officers
Association Conference applicable to the school year, due within 30 days
of the completion of the conference.
I. Contractor shall submit the quarterly financial reports on Sub-grantee's
Invoice and Expenditure Report (BIER) and due to the STATE no later
than 30 days after the close of the quarter.

COMPENSATION AND PAYMENT SCIiEDULE
A. Payment shall be made upon submission by the CONTRACTOR of the Sub-
grantee's Invoice and Expenditure Report (BIER) attached as Exhibit A, in
triplicate for the services to be provided in accordance with Attachment 1,
"Scope of Services", and in accordance with the costs identified in Attachment
4.
B. If an amount of the reported expenditures is preliminarily determined by the
STATE to be inappropriate and unallowable, the STATE may deduct that
amount from the payment of moneys equivalent to the questioned
expenditures until later resolution of the discrepancy by audit or other means.
If, after payment, investigation and examination reveal additional expenditures
that aze determined by the STATE to be inappropriate and unallowable, the
STATE may require that an equivalent amount of moneys be refunded by the
CONTRACTOR.
C. The CONTRACTOR shall request in writing to the STATE for prior approval
for any budget revisions to the approved budget in excess of ten percent (10%)
of each budget line item.
EXHIBIT 4
BUDGET
I. NATIONAL DARE OFFICERS ASSOCIATIOI~T CONFERENCE
A. Two officers to attend this conference to gather current information,
techniques, and ideas from other law enforcement agencies, educators,
and organizations.
B. What is acquired during the conference will be brought back to other
officers statewide and to the approximately 18,000 students that DARE
reaches annually.
C. The conference consists of approximately 55 workshops presented by
experts from all fields in health and substance abuse prevention and
education.
Airfaze, per diem, ground transportation and registration fees for 2
officers to attend the 10th Annual National DARE Officers Association
Conference, July 7-11, 1997, Salt Lake City, Utah.
TOTAL ALLOCATED $4,600.00
II. DBE MENTOR OFFICER TRAINING
Airfaze, per diem, ground transportation and registration fee for one (1)
officer to attend the DARE Mentor Officer training session in September
of 1997 at the DARE Western Regional Training Center, Los Angeles,
California.
TOTAL ALLOCATED $1,600.00
III. TEAM DARE SUMMER LEADERSHIP CAMP VII
A. The leadership camp will be provided to students island wide. Upon
completing this training, the students will return to school to serve as
role models to others.
B. The curriculum is designed to focus on positive alternatives to drug use,
gangs, and violence. It also deals with developing leadership skills,
positive self-image, and wellness in life.
C. The cost factor will include transportation, lodging, meals and other
administrative and miscellaneous costs.
TOTAL ALLOCATED $7,500.00
IV. NATIONAL DARE PARENT PROGRAM
A. Supplies and materials for providing training and information for
pazents attending sessions, and books and manipulatives for children in
child care component.
TOTAL ALLOCATED $2,000.00
V. NIGHT/WEEKEND SERVICE PROJECTS
A. Materials and supplies to assist in the production of the monthly
television program entitled "Prime Time Kids" produced and directed
with the assistance of junior and senior high students and viewed on
community access television.
