SUBJECT: DRAFT 2: ORDINANCES AMENDING CHAPTERS 20 AND 21 TO
TRANSFER RATE SETTING AUTHORITY FOR SOLID WASTE FEES
AND SEWER CHARGES FROM THE COUNTY COUNCIL TO THE
ENVIRONMENTAL MANAGEMENT COMMISSION
Enclosed are the following:
Draft 2 of Bill No. 190: Ordinance Amending Chapter 20 to Transfer Rate Setting Authority for
Solid Waste Fees from the County Council to the Environmental Management Commission.
Draft 2 inserts new Section 20-49. Fee schedule. language as provided by Ordinance 03 102, Bill
No. 36, Draft 8, approved by Hawaii County Council on June 24, 2003.
Draft 2 of Bill No. 191: Ordinance Amending Chapter 21 to Transfer Rate Setting Authority for
Wastewater Fees from the County Council to the Environmental Management Commission.
Draft 2 inserts new Section 21-6.1. Wastewater service charge rates language as provided by
Ordinance 03 92, Bill No. 92, DQraft 2, approved by Hawaii County Council on June 4, 2003.
