C: Hawaii County Council = ~ 25 Aupuni Street Hilo, Hawaii 96720 Dear Mr. Chung and members of the Finance Committee: Subject: Testimony in support of Resolution 129 03 On behalfofmy client, James S. Greenwell, President of Lanihau Properties, LLC, we are requesting your support for the adoption of Resolution 129 03 relating to the Preparation of (1) a North Kona Regional Sewage Master Plan; and (2) a Council Initiated Improvement District Implementation Study for the Construction of Certain Wastewater and Recycled Water System Improvements for Kealakehe, Honokohau, Kaloko and Kohanaiki, District of North Kona, Hawaii. Lanihau Properties, LLC or its affiliated companies own approximately 888 acres of land in Honokohau, between Queen Kaahumanu Highway and Mamalahoa Highway/Palani Road. These lands include approximately 337 acres which has been recently reclassified from Conservation to Urban by the State Land Use Commission and is proposed for development as a mixed commercial and industrial area. Without the County's leadership in establishing a regional wastewater solution for this fast growing region, individual landowners in the area will be forced to seek cost effective wastewater solutions that while addressing their individual concerns, may not support a broad regional wastewater system. In this regard, if the resolution is adopted, Lanihau is committed to working with the County and other landowners in seeking a cost effective comprehensive regional plan for addressing wastewater treatment in this region.
