As required by Resolution No. 4~6-01, reports indicating the number of plants eradicated and the number of complaints received from the public, the type of complaint and the complaint disposition are attached. Samuel/4HOM1AAS Date/Time: 11-26-03!1030 HAWAII POLICE DEPARTMENT COUNTER CANNABIS FIELD OPERATION REPORT TO COUNTY COUNCIL OF COMPLAINT RECEIVED CCFO No.: 2003-34 Complaint No.: 2 Date/Time Reported: 11-25-03/1100 Datelfime Occurred: 11-25-03/1050 Location: Happy Homes S/D, Kurtistown, Hawaii Complaint: Helicopter circled around his residence about 3 times flying at 50'. Caller also stated that he doesnot complain but it seems that this happens once a month and that the Police have never pulled out marijuana plants near his house. Stated it is ridiculus and the Police should follow the rules. He added they should pay more attention to thefts and that he transcribes the county council hearings and thinks the Police lie about not flying too low. Time in Area: 5 minutes No. of Plants Recovered: None Immediate Action Taken: Helicopter had landed in Hilo by time of phone call. Comments: I apologized for inconvenience to caller. Samuel VfiOMAS Datelfime: 11-21i-03/1109 Hours HAWAII POLICE DEPARTMENT COUNTER CANNABIS FIELD OPERATION REPORT TO COUNTY COUNCIL OF COMPLAINT RECEIVED CCFO No.: 2003-34 Complaint No.: 3 Date/Time Reported: 11-25-03/1350 Date/Time Occurred: 11-25-03/0900-1350 Location: Tiki Gardens Complaint: Caller reported helicopter flying continuously over Tiki Gardens S/D continuously from 9:00 a.m. to 1:50 p.m. and stopped only when she called. Caller stated they could see the faces of the people in the helicopter but unable to describe them. Caller indicated it made caller's body vibrate and that caller suffers from Post Traumatic Stress Syndrome. Color of Helicopter: Black and white Tail No.: Not observed-not looked for Letters "HPD" Visible: YesQ NoQ Call Received By: Sgt. H. CHI Complainant Recontacted By: Capt. S. THOMAS Date/Time: 11-26-03/1116 Reason for Being in Area: Helicopter was in Orchidland for appriximately 30 minutes for reconaissance and marijuana plant recovery. Caller called after helicopter left the area. Time in Area: 30 minutes No. of Plants Recovered: 157 seedlings Immediate Action Taken: N/A as caller called after helicopter left the area. Comments: Caller could not be re-contacted by Capt. THOMAS until 12-08-03 (Kept missing each other). At that time caller indicated not knowing altitude but just reiterated it was low and caller suffers from PTSD due to previous spousal abuse.
