Ij <br /> J j-I,q~n/,III <br /> The current development of the land parcel abutting Kona Heights Subdivision has prompted me to contact you to <br /> voice my concerns about the growth in our community and in our county. I am confident that you will consider <br /> community opinions when you make decisions related to zoning and land use changes, and development <br /> approvals. Rapid urban expansion creates conditions that affect the quality of life for an entire community, both <br /> negatively and positively, depending on how well the growth is planned and managed. <br /> Traffic is the most glaring concern for the existing residents of Kona Heights and Kailua View Estates, and will be <br /> difficult as well for the future residents of the proposed 43 home RS10 development -whose entry will be at <br /> Hienaloli Road. Since the new homes will use the traffic inftastructure established for the existing subdivision, the <br /> total traffic impact of the subdivision and the new developments -these 43 units, plus the other approved or <br /> proposed (37 to 52) new units that will use the same road (Nani Kailua Drive) for ingress and egress -should be <br /> included and considered in any assessment. (The number of new units does not include the additional two <br /> vacant parcels that are still available for rezoning.) <br /> Additional growth concerns relate to schools, water and sewer systems, police, fire, parks, and public utilities: it is <br /> questionable whether the existing infrastructure will support the proposed additional number of residents. <br /> Growth is inevitable -irresponsible growth is not. <br /> Perhaps the incremental development of this parcel has created an oversight of the total actual number of new <br /> residents that will affect this subdivision, the already stressed adjacent Queen Kaahumanu Highway, and the <br /> community. <br /> Please delay any proposed zoning and land use changes until a comprehensive assessment of infrastructure <br /> impacts is reported, a plan is developed to accommodate the impacts, and a binding agreement for implementing <br /> appropriate development adjustments is established and included in any development approval. <br /> Best wishes, <br /> B.
