Several neighbors met on Tuesday evening to discuss the impact of the COUNT it--- ~f iAl^/F111
proposed rezoning to make way for additional residential development
adjacent to Kona Heights. This development's applicant is listed as Nani
Kona Aina, LLC and the Tax Map Key in questions is (3) 7-5-010:066.
Our meeting determined several key issues we believe deserve cazeful
consideration. These are:
? Rather than considering the cumulative impact of various development, it
appears that incremental zoning is the process. This avoids the'big
picture and total impact.
? There is a lack of systematic evaluation of traffic flow. This is
related to the process of incremental zoning rather than evaluation of the
entire community.
? The developer is skirting the intent of the law that requires a traffic
study to be done when 100 new homes are proposed. This rezoning application
for 43 homes coupled with others approved or proposed in or adjacent to Kona
Heights adds up to 95 homes and two vacant parcels are still available for
rezoning. Clearly we will exceed the 100 homes cumulatively.
? The developer expects the community to accept his word that there will
be no impacts to schools, water and sewer systems, police, fire, pazks and
public utilities. Coupled with other developments in the area, we believe
impacts will be significant. We respectfully request to see the
documentation that supports this position as it seerris to defy logic.
? Those in attendance at the neighborhood meeting were not antigrowth. We
recognize the realities of development. However, growth must not continue
without proper in&astrueture in place.
? With the addition of 95 new homes there will be at least 200 additional
cars in the neighborhood probably far more. This will put significant
traffic at the intersection of Nani Kailua and Queen Kaahumanu Highway which
already handles Kona IIeights and Kailua View Estates. This will become a
major safety and overloading issue.
? The developer has proposed an access to the neighborhood south of Nani
Kailua. Any new access should be north of Nani Kailua to serve the 95 new
homes. At the very least the developer should be required to follow the
'Master Ylan2 and extend Hienaloi-Kahululi Road and/or provide malka makia Comm. No.
access to their community from Queen Kaahumanu Highway. Ref. To: L

? The proposal for 43 homes may he too dense. Consider RS20 rather than
RS 10 zoning.
? The proposal shows only one entry and exit point, which in case of civil
or fire emergency may create a major safety issue.
? There is no clarity on proposed waste disposal. Will there be sewers,
septic tanks or cesspools? Cesspools are not acceptable as already there is
significant leaching into the water table.
We wish to restate that we are not opposed to new development. We are
however, deeply concerned that this developer appears to be skirting the
intent of the law to benefit financially. And, is doing so by incremental
zoning changes, and at the cost of the safety and security of this
community.
We look forward to continued dialog on this issue and would like to be kept
appraised throughout the process.
