According to the article in West Hawaii Today (WHT), the requested zoning change to develop 14.5 acres mauka end of Kona Heights-Kailua View Estates subdivisions into 43 lots will not necessitate a traffic study because it falls under the 100 lots threshold. However, the article also reported that if approved, it would bring the total to 107 developed or approved lots adjacent to the subdivisions. The WHT also reported that a Public Works official expressed concern about "incremental rezoning" near the subdivisions. Our major concern is over the issue of "incremental rezoning", which will circumvent any required impact study, may it be traffic, environment, water, sewage, education or social services. The reason for our concern is that future rezoning requests, adjacent to the subdivisions in question., will add another 38 lots to the 43 lot request. 't'his will result in a total 1451ot expansion without requiring the necessary impact study by the developer. To substantiate our number, please see the attached Vicinity Map. The 145 lot s comprised of 321ots already built on Hienaloli 4'~ as the Kealoha subdivision and the 1 13 lots to be developed by Dan Bolton and partners. According to the WHT article, the 43 lots will be bordered by Hienaloli Road and designated as Hienaloli 3"'on the map. The parcel makai of Hienaloli 3rd and marked as "Subject Parcel" has been approved by the county for 20 lots on 8.97 acres. The parcel titled Hienaloli 2lld has been sold as two parcels of 6 and 5 acres. It is proposed that the 6 acre parcel will be further subdivided into 181ots and the 5 acre parcel will be subdivided into 201ots. The request for urbanization of Hienaloli 2"`' will undoubtedly be submitted after the 43 lots have been approved. The parcel makai of the Comm. No. y , /'1 Ref. To: Ref. Uote 5 acre parcel fronting the highway has already received approval for 12 lots. By incremental rezoning, the developer Dan Bolton and partners have disguised a total development of 1 i 3 lots as five separate small developments with no impact to the infra-structure and the environment. We urge the Planning Department, Planning Commission and the Department of Public Works to review this request for urbanization in totality including the lots currently approved plus the additional lots to be submitted for approval for Hienaloli 2"". By reviewing the total development being planned, it becomes apparent that the request to urbanize the 43 lots has great impact to our infrastructure and cnvironmcnt; thcrcforc, it must be thoughtfully and thoroughly evaluated.
