These grant funds will be used to contract with the University of Hawaii for their technical assistance to develop the County's Hazards Mitigation Plan. The Hawaii County Civil Defense Agency will also be contributing $3,000, from a previously appropriated Economic Development Administration (EDA) Hazards Mitigation grant, towards the contract. Enclosed are two (2) resolutions authorizing the Mayor to enter into agreements with the State of Hawaii Department of Business, Economic Development & Tourism to accept this grant and with the University of Hawaii for their technical assistance on the plan. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $26,000 Hazards Mitigation Plan Grant. REQUEST: The Planning Department has received a $26,000 CZM grant for technical assistance to develop a hazard mitigation plan for County of Hawaii. There are no County matching requirements. At this time we would like to set up a revenue account to accommodate this grant and appropriate the amount as detailed below. 1. Consultant Services ($26,000): To enter into a consultant services contract to assist in the preparation of the plan. The consultant services contract will be in the amount of $26,000. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Objective: To supplement existing resources in areas of perceived weakness in the preparation of the hazard mitigation plan. Justification: The prospective contractor, the UH, has international experience and varied expertise in hazard planning that would add depth and different perspectives to the plan. See attachment for the draft contract with the State DBEDT.
