SUBJECT: ROADS IN LIMBO
In accordance with Resolution 97-03, I am pleased to submit the requested work plan for the
multi-agency task force on "roads-in-limbo." The task force has met three times and the
following is the work plan:

For your information, we have discovered that people have approached the County through the
Accounts Division of the Finance Department to construct a road within a "road-in-limbo" which
has never been constructed. We have advised them that until a policy is adopted they would
have to do four things in order to construct a road, as follows: 1. Have the legal right-of-way
surveyed by a registered surveyor. 2. Have a County dedicable road designed by a registered
Civil Engineer. 3. Publish an environmental statement. 4. Construct the road at their expense.
We will be present when this is discussed at Committee and look forward to a lively exchange.
