Re: Capital Budget
Enclosed is a bill for an ordinance adding the Waikoloa - Ho'oko Street Park project for
$250,000 to the Capital Budget. The basic bid for the park included a pavilion with
restrooms, a parking lot, the grading and grassing for a soccerfield extension, a chainlink
fence realignment, a drywell, a septic tank and a leachfield. The apparent low bid price is
more than was previously appropriated to this project.
To comply with the requirements of Condition M of Ordinance No. 92-40, Kohala Ranch
LLC will provide $140,000 for Ho`oko Park improvements in Waikoloa Village, of which
$102,300 will be allotted to this CIP account. The remainder of the $250,000 will be
funded by County sources.

A. REQUEST:
To create a CIP account: Waikoloa - Ho'oko Street Park and appropriate $250,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Council action is needed to create an additional appropriation for our Ho'oko
Street Park project. The basic bid for the park includes a pavilion with
restrooms, parking lot, grading and grassing for soccefield extension, chainlink
fence realignment, drywell, septic tank and leachfield. The apparent low bid is
for $708,751. We currently only have $550,000 appropriated and allotted. An
additional appropriation is necessary to award the bid.
To comply with the requirements of Condition M of Ordinance No. 92-40,

ROJECT/PROGRAM DESCRIPTION:
The project entails construction of a new pavilion with restrooms and an apporoved wastewater treatment system, parking lot with accessible parking
and on-site drywells, recreational field expansion with grading grassing and inrrigation, realignment of the perimeter chain link fencing, site
landscaping and irrigation, accessible routes and an extension of Ho'oko Street with associated infrastructure and utility improvements.
ROJECT/PROGRAM JUSTIF[CATION:
The rapidly growingWaikoloa community is currently served by only one public park (Waikoloa Village Park - Puu Nui). Improvements at this site will
provide the community with an open-air pavilion, restroom facitities and football/soccer/baseball sports fields.

None.
