Copy of letter to Bruce Kawamura, BK Inc., from
Planning Director Virginia Goldstein, dated
September 8, 1993, acknowledging his letter, on behalf
of Taiyo Hawaii Company, Ltd., requesting a
determination of a nonsignificant zoning change, which
is to adjust the boundaries of a commercially zoned
property without increasing the zoning area, in
accordance with Section 25-18.1 of Chapter 25 of the
Hawaii County Code, as amended, and the newly adopted
Planning Department Rule No. 8.
States that upon review they have determined that the
request qualifies as a nonsignificant zoning change
and, therefore, administratively approves the requested
changes.

Comm. 619: ORDINANCE BILL RELATING TO ELECTRICITY (ON LANDS LEASED
(Bill 143) TO NATIVE HAWAIIANS FOR AGRICULTURAL OR RESIDENTIAL
USE. PURSUANT TO THE HAWAIIAN HOMES COMMISSION ACT)
From Corporation Counsel Richard D. Wurdeman, dated
September 20, 1993, stating that previous opinions of
the Attorney General and the Corporation Counsel have
stated that properties under the jurisdiction of the
Department of Hawaiian Home Lands are exempt from
County zoning and building codes; however, this
exemption has had little practical meaning because of
the requirements in Chapter 9 of the Hawaii County Code
which prohibits any person from supplying electricity
to an installation, before all permit requirements are
met. Thus, residents of Hawaiian Home Lands have been
indirectly required to have permits in order to have
electricity connected to their homes.
Transmits for consideration an ordinance bill to remedy
this inconsistency.
Comm. 620: REQUEST FOR REPRESENTATIVES TO SERVE ON AN ADVISORY
COMMITTEE TO ASSIST IN DEVELOPING THE ECONOMIC
DEVELOPMENT PLAN FOR THE HILO-HAMAKUA COAST
From Brian T. Nishimura, Project Manager, Economic
Development Plan for the Hilo-Hamakua Coast, dated
September 22, 1993, informing that the State Department
of Business Economic Development and Tourism (DBEDT)
has awarded a contract to develop an Economic
Development Plan for the Hilo-Hamakua Coast to the
Hawaii Island Economic Development Board (HIEDB) and
that he and Millicent Kim, both independent
contractors, will assist HIEDB to develop the plan.
States one of DBEDT's contractual requirements is to
assemble an advisory committee, consisting of
9-12 people from the community, to include
representation from the sugar industry, labor
organizations, local farmers and business people,
County government and any other relevant perspectives
needed to assist in asset mapping and strategic
planning for the area.
Lists categories for representation on the committee
and states they are seeking the assistance of the
Hamakua Employee Assistance Planning Committee to
suggest representatives for all of the non-County slots
on the advisory committee since they have been dealing
with these issues for quite some time. For the County

Comm. 620: of Hawaii, they would like to ask Mayor Yamashiro to
(Cont'd) name a representative for the administration and
Council Chairman Schutte to name a representative for
the Council.
As the project has a short time frame, with the final
report due by December 1, 1993, they would appreciate
any assistance the Council can provide to help them
with the advisory committee as well as any other aspect
of the Economic Development Plan.
Comm. 621: NEWSPAPER ARTICLE REGARDING SPACEPORT FLORIDA
From Councilwoman Keiko Bonk-Abramson, dated
September 22, 1993, transmitting for consideration
newspaper article from the Miami Herald regarding
Spaceport Florida.
