This plan allocates the $757,300 according to 2 factors: Credits for rural areas and geographical
difficulties and population percentage based on the 2001 de facto population (State of Hawaii
Data Book 2001, DBEDT). Credit is given to rural areas to help overcome a lack of public
transportation common in sparsely populated areas. $10,000 is allotted for each credit.
